Bids Sought For East Locust Lane Bridge Replacement Project
East Marlborough Township will receive sealed online bids for the E. Locust Lane over Red Clay Creek Project. The work indicated will be partially funded via a DVRPC Grant. The bidding process, contract and conduct of the work must meet the requirements of the Delaware Valley Regional Planning Commission (DVRPC) Retro-reimbursement grant agreement program, which has been entered into by the Township and the DVRPC. The agreement obligates the Township to certain compliance requirements. If said compliance requirements are not followed, funding for the project will be at risk. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same. The Project includes the replacement of an existing Bridge structure with a new Pre-Cast Box Culvert, replacement of, full depth pavement, and all other related roadway construction. The bid will be for furnishing all labor, materials, supervision, and services associated with the E. Locust Lane over Red Clay Creek Project. Bids will be accepted until August 12, 2022, at 1:00 PM prevailing time via PennBIDtm and opened immediately. Bids will have a tentative award date of September 12, 2022, at a regular meeting of the Board of Supervisors. Faxed bids will not be accepted.
The contract documents and solicitation details are available at no cost at PennBIDtm – https://pennbid.procureware.com/. A nominal fee is assessed only to bidders who are awarded contracts. For bidders who are not the winning bid; there are absolutely no fees. All questions shall be submitted via PennBIDtm.
A pre-bid meeting will be held virtually on PennBIDtm on August 5, 2022, at 1:00pm. All Bidders that have downloaded the Contract Documents will receive a notification via PennBIDtm on August 4, 2022, with instructions for the virtual pre-bid meeting.
Bids are to be submitted on the forms furnished in the bid package and unit pricing is entered directly into PennBIDtm. Each bid shall be accompanied by a bidder’s bond, certified check or cashier’s check, in favor of East Marlborough Township in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by East Marlborough Township.
All bidders must be PennDOT pre-qualified and must complete the non-collusion affidavit contained within the bidding and contract documents. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the PA Prevailing Wage Rates determined for the project as stated in the Contract documents. There is a zero percent (0%) requirement for MBE and/or WBE participation.
Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however East Marlborough Township reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof.
