Special Public Meeting

NOTICE IS HEREBY GIVEN that on Wednesday, November 4, 2026, at 6:30 p.m., prevailing time, at 721 Unionville Road, Kennett Square, PA, the East Marlborough Township Board of Supervisors will conduct its special public action meeting and shall consider and act upon any business as may properly come before it. At this public action meeting, the East Marlborough Township Board of Supervisors shall also conduct a public hearing to consider, and immediately thereafter, as part of its meeting, shall take action upon, the following Ordinance, entitled:
AN ORDINANCE ESTABLISHING AND ENACTING AN EARNED INCOME TAX FOR TOWNSHIP RESIDENTS, AND NONRESIDENTS WORKING IN THE TOWNSHIP, AT A RATE OF ONE PERCENT (1.0%) UNDER THE AUTHORITY, INTER ALIA, OF THE LOCAL TAX ENABLING ACT, AND AMENDING THE EAST MARLBOROUGH TOWNSHIP CODE BY CREATING A NEW CHAPTER 410, “EARNED INCOME TAX” TO FURTHER IMPLEMENT THE ESTABLISHMENT AND ENACTMENT OF THE EARNED INCOME TAX.

ZONING HEARING BOARD – POSTPONED
HEARING POSTPONED TO NOVEMBER, DATE TO BE DETERMINED
THE APPLICATION OF SOREN RUBIN AND JESSIE MOOBERRY. The parcel is UPI No. 61-2N-19, also known as 5 Cemetery Lane. The parcel is owned by the Applicants, and is currently improved with an existing historic building operating as a takeout restaurant known as “Farmer & Co.,” and an associated parking area. The parcel is approximately 0.6239 acres in area, and is located in the C-1 – Village Commercial District of the Township. The Applicants appeal a July 28, 2026 Zoning Officer determination regarding compliance with the April 1, 2013 Conditional Use approval as it relates to parking on the property; and any other relief that may be necessary.
The Board may consider other such matters as may properly come before it.

ZONING HEARING BOARD
Will meet on Tuesday, October 27, 2026 at 7:00 p.m., prevailing time, at the East Marlborough Township Building, 721 Unionville Road, Kennett Square, Pennsylvania, to hear the following:
THE APPLICATION OF GREEN IS GOLD PROPERTIES LLC AND KENNETT SQUARE VETERINARY PRACTICE PC, D/B/A KENNETT SQUARE VETERINARY HOSPITAL. The parcel is UPI No. 61-5-210, also known as 619 North Mill Road. The parcel is owned by Green is Gold Properties LLC, and is currently improved with a veterinary clinic building, kennel, and accessory dwelling unit. The parcel is approximately 10 acres in area, and is located in the AP – Agricultural Preservation District of the Township. The Applicants seek a special exception pursuant to §450-1901.B (Extension or enlargement) of the East Marlborough Township Zoning Ordinance to permit the extension of the existing veterinary hospital use to allow four veterinarians to operate at the hospital where a 2005 Conditional Use approval by the Board of Supervisors of East Marlborough Township limited the operations to two veterinarians; to extend the hours of operation of the veterinary hospital to 7:00am. – 7:00pm., Monday through Friday and 8:00am. – 2:00pm. on Saturdays; and to extend the hours for supervised walks of animals outside the building to 8:00am. – 8:00pm.; and any other relief that may be necessary.
