  1. CALL TO ORDER

  1. PUBLIC COMMENT

 

Chairman of the Board McKinstry stated that there has been a case of COVID at the township.  Andy Skean of Chalfont Drive would like to know when Toll Brothers will plant the berm and the planters.  Shelly Mincer of Lantana Drive asked about tearing the old fire house down.  She thanked the road crew for taking good care of the park.  Manager Lovekin replied that the old fire house will be part of the capitol project plan.  Ms. Mincer also asked about power washing the building, the crosswalk project at High School, and asked about the high curb for the Pratt crosswalk.

  • Route 82 crosswalk Project will commence construction on September 21st.
  • The Historic commission Meeting has been rescheduled to Monday, September 21st.
  • A support letter for the RACP Grant application was provided for the Kennett Library
  • A support letter for Longwood Gardens was also issued for the RACP Grant application.

 

  1. NEW BUSINESS

 

  1. The sanitary sewer facilities for phase 1 has been dedicated to the township.
  2. Allison Zaro from Riley, Riper Hollin and Colagreco presented the deed of dedication for additional right of way of Walnut Road. for Walnut Walk- phase 1.  The original documents for the deed of dedication were executed on behalf of the developer, Regis Investment Properties, L.P.  A motion was made by Vice-Chairman Sarro, Supervisor Vannote seconded, motion carried 5-0.

Discussion of architectural services agreement for a new municipal complex was a lengthy conversation amongst the supervisors.  Supervisor Monahan stated that this is not the right timing to go forward with this plan and would like it to be part of a larger comprehensive plan to look at the entire township. Chairman McKinstry stated that this is related to a capital plan, which is different from comprehensive.  In order to develop a capital plan, we need to generate data regarding the capital needs and that this proposal would generate the information regarding the Township’s space needs, alternatives and cost.  This information is a prerequisite for a capital plan.  Supervisor Matuszak said that we need to be prudent and find out what the needs are from the three different departments and develop a capital plan. James Chance of East Locust Lane said that during a pandemic this is not a good idea to use discretionary funds and the proposal is premature.  Kathryn Monahan made a motion to table the discussion, there was not a second, so therefore the discussion continued.  Manager Lovekin explained the approach and proposal made by John Rosecrans.  Ruth Kranz-Carl of West Locust Drive thought this was not a good idea in the current climate. Beth Chance of East Locust Drive spoke of her research of other townships and asked about a comprehensive plan. Cuyler Walker explained that a comprehensive plan was a planning document and did not relate to capital and infrastructure.  He informed her on the upcoming grant application and the updating of our current comprehensive plan.   No decision was made, and it was agreed that we will continue the discussion and eventually have a RFQ for services.

 

  1. Resolution 2020-34: Grant Application for 2020 Vison Partnership Program

 

Cuyler Walker received an approval for a grant application to update the comprehensive plan from 2011. The comprehensive plans need to be reviewed and updated in 2021. The county will fund up to two thirds of the costs of a consultant if the grant is submitted by September 24th.  A Request for a proposal needs to be done to acquire the services of a consultant.  The applicant which would be East Marlborough Township will require an applicant letter from the partnering townships. (Newlin and West Marlborough) Supervisor made a motion to approve the grant application, Supervisor Vannote seconded. Motion carried 5-0.

 

  1. CONTINUING BUSINESS

 

  1. Northridge Escrow Release #10 An escrow release request was received from the developer for $44,767.68. Engineer Donlon agreed with the requested amount.    Supervisor Matuszak made a motion, Supervisor Monahan seconded.  Motion carried with a vote of 5-0.
  2. Unionville Walk- Escrow Release #3 Engineer Donlon received a request, which she agreed with, from the developer in the amount of $404,004.48 Supervisor Monahan made a motion, Supervisor Matuszak seconded. Motion carried with a vote of 5-0.
  3. Walnut Walk Escrow Release #18 Phase 1 The escrow release was rejected by a vote of 5-0 based on a resident who would like some areas reviewed near his residence of Walnut Walk, phase 1. Satish Gudi who lives on an end unit had questions on grass seeding behind his property, and the condition of some of the boulders in the landscaping design.

 

 

  1. APPROVAL OF MINUTES

 

Supervisor Monahan made a motion to approve the minutes with some spelling and grammatical corrections. Supervisor Matuszak seconded and motion carried with a vote of 5-0.

 

 

  1. TREASURERS REPORT AND MONTHLY BILLS

 

A motion was made by Vice Chairman Sarro, seconded by Supervisor Monahan and carried by a vote of 5-0, to approve the Treasurer’s Report and the Monthly Bills for the month of August 2020, as submitted.

All business having been discussed, a motion was made by Supervisor Monahan, seconded by Chairman McKinstry, and carried by a vote of 5-0 to adjourn the meeting at 9:35 p.m.
