- PUBLIC COMMENT
Chairman McKinstry informed all present that Public Comment is the time to offer comments on any agenda item not on the agenda and to bring any issues/concerns before the Board.
Shelly Mincer asked whether the historic barn would be considered for preserving when considering the UCFSD plans for new athletic fields.
Chris Char asked if the commitment would be reconsidered considering the COVID-19 virus and the impact it will have on the Township’s revenue.
Chairman McKinstry spoke on behalf of a neighbor in Anvil Hills who is concerned with the
light pollution in the commercial district.

- Executive Session
Chairman McKinstry announced that the Board of Supervisors met in Executive Session
prior to the Board meeting to discuss personnel matters, potential litigation, and sale of township vehicle.
- Events
No new events, Willowdale Steeplechase and the Kennett Run have been canceled.

Chief Clarke reported that the department is using safe hygiene, handling calls
from the telephone in the trailer. Any violations are being handled by our third-party Codes enforcement Officer. Domestics are being handled via telephone if possible. The police are working 8-hours on the weekend in addition to their regular 40 hours during the week.
- Public Works Department
Jeff Simpson reported the 4 full-time employees are alternating weekly, two
on, two off. The Park playground and restrooms have been closed. The trails are being used by the public with proper social distancing.
- Administration
Neil Lovekin reported that we are still accepting permit applications, permits
are not being released. The administrative office is closed to the public; however, staff are alternating their times in the office.
- 806 Lisadell Road– Arborist Report – EAC and Planning Commission Reviews
There was discussion of the Mert LaBare, Arborist, report and the ten (10) trees on the
Kiesler property.
A motion was made by Supervisor Monahan, seconded by Supervisor Matuszak, and
carried by a vote of 5-0, to award approve the property owners’ request to remove the ten (10) trees.
- 2020 Materials Bid Award – Southern Chester County Municipal Cooperative
A motion was made by Vice-Chairman Sarro, seconded by Supervisor Lacy, and
carried by a vote of 5-0, to award the 2020 Materials Bid Awards as solicited by the Southern Chester County Municipal Cooperative.
- Agricultural Conservation Easement – 659 Byrd Road- Mayne Residence
Hannah Christopher stated the county will issue an easement and the rights to develop. The township will pay $30,0000.00 out of the Open Space Tax fund.
A motion was made by Vice-Chairman Sarro, seconded by Supervisor Monahan, and
carried by a vote of 5-0, to approve the execution the Agricultural Conservation Easement and the disbursement of $30,000 from the Open Space Tax fund.

- TNT Fireworks – Request to Sell Fireworks at the Kennett Square Walmart
The Walmart Regional Manager made a request to sell legal fireworks in the parking lot of
WalMart for a 10-12 day ending on July 5, 2020.
A motion was made by Supervisor Matuszak, seconded by Vice-Chairman Sarro, and
carried by a vote of 5-0, to approve the sale legal fireworks in the parking lot of WalMart for a 10 to 12-day period, to end no later than July 5, 2020.
- East Locust Lane Bridge – Project Scope of Work & Loan Application Review
Jeff Simpson presented the scope of the East Locust Bridge Repair and asked for Board approval of the loan not to exceed $1,020,000.00 which will be reimbursed by the DVRPC grant when completed.
A motion was made by Supervisor Lacy, seconded by Supervisor Monahan, and carried by a vote of 5-0, to approve the load application to not exceed $1,020,000.00.
- Sewage Facilities (Act 537) Grant application
Jeff Simpson stated that AECOM, Inc. has submitted a proposal to assist with completion and submission of a sewage facilities grant application (Act 537).
A motion was made by Supervisor Matuszak, seconded by Vice-Chairman Sarro, and
carried by a vote of 4-0-1, Supervisor Lacy abstained due to being employed by AECOM, Inc., to authorize the Township Manager to accept the terms for the grant application proposal.
- EMERGENCY DECLARATION FOR CORONA VIRUS COVID -19 PANDEMIC
A request was made by Neil Lovekin to ratify the declaration with the terms and conditions to remain in effect until expressly revoked by the board.
A motion was made by Supervisor Matuszak, seconded by Supervisor Lacy, and carried by a vote of 5-0, to ratify the emergency declaration with the terms and conditions to remain in effect until expressly revoked by the board.

- Escrow Release No. 1 – Unionville Walk

A motion was made by Vice-Chairman Sarro, seconded by Supervisor Lacy, and
carried by a vote of 5-0, to authorize release of escrow No. 1 for Unionville Walk in the amount of $710,795.53, as recommended in the VanDemark & Lynch, Inc. letter dated, March 30, 2020.
- Escrow Release No. 6 – Northridge Development (Phases 1a and 1b)
A motion was made by Supervisor Lacy, seconded by Supervisor Monahan, and
carried by a vote of 5-0, to authorize release of escrow No. 6 for Northridge Development (Phases 1a and 1b) in the amount of $78,679.08, as recommended in the VanDemark & Lynch, Inc. letter dated, March 27, 2020.
- Escrow Releasee No. 8 – Marlboro Springs
A motion was made by Supervisor Lacy, seconded by Vice-Chairman Sarro, and
carried by a vote of 5-0, to authorize release of escrow No. 8 for Marlboro Springs in the amount of $87,675.43, as recommended in the VanDemark & Lynch, Inc. letter dated, March 30, 2020.
- Escrow Release #18 Longwood Preserve – Phase 1
A motion was made by Supervisor Lacy, seconded by Supervisor Monahan, and
carried by a vote of 5-0, to authorize release of escrow No. 18 for Longwood Preserve – Phase 1, in the amount of $53,893.10, as recommended in the VanDemark & Lynch, Inc. letter dated, March 2, 2020.
- APROVAL OF MINUTES
A motion was made by Vice-Chairman Sarro, seconded by Supervisor Monahan, and carried by a vote of 5-0, to approve the minutes of the meeting held on Monday, March 2, 2020, as submitted.
- TREASURER’S REPORT AND MONTHLY BILLS
A motion was made by Vice Chairman Sarro, seconded by Supervisor Monahan, and carried by a vote of 5-0, to approve the Treasurer’s Report and the Monthly Bills for the month of March 2020, as submitted.

- ADJOURNMENT
All business having been discussed, a motion was made by Vice-Chairman Sarro, seconded by Supervisor Monahan, and carried by a vote of 5-0 to adjourn the meeting at 9:36 p.m.
