- CALL TO ORDER

- PUBLIC COMMENT
Chairman McKinstry informed all present that Public Comment is the time to offer comments on any agenda item not on the agenda and to bring any issues/concerns before the Board.
Shelly Mincer spoke on behalf of the Kiesler’s of 806 Lisadell Drive and asked the Board to allow them to remove the trees.
Sheila Moskey of Pennock Drive asked to review the signage at Pennock Avenue due to the amount of truck traffic. Google Maps and Waze are directing trucks down their street according to Ms. Moskey.
Lew Kinter of Wollaston Road spoke to holding Waze and Google accountable for correct directions.
Christine Sappey from the 158th district discussed that the culverts are being crushed due to the truck traffic.
Edward Spahn of Pennock Avenue has an issue with the trees that were taken out and swale put in by Mattress Warehouse behind his property. Engineer Donlon will inspect the site.
Shelly Mincer wanted to know why the Pledge of Allegiance is not being said in the beginning of the meeting. Chairman McKinstry addressed the issue.

Chairman McKinstry announced that the Board of Supervisors met in Executive Session
on Tuesday, February 24, 2020 to discuss personnel matters.

- Chester County Conservation District – Arbor Day
Chris Strohmaier, asked if the Chester County Conservation District may use the
township building grounds to give away 240 trees for Earth (Arbor) Day. Permission has been granted already from Dr. Poe’s office next door.
The Board granted approval.
- Kennett Run – Permission to Use Township Roads
Robert Merkle represented the Kennett Run Committee, which will conduct its
annual run on May 16, 2020, to utilize a portion of the Township’s roads. Chief Clarke will meet with the Kennett Run committee to finalize the details of road closures on Rt. 926 and Walnut Road.
A motion was made by Chairman McKinstry, seconded by Vice-Chairman Sarro,
and carried by a vote of 4-0, to close the Street Road and Walnut Road on May 16, 2020 from 8:30 a.m. to 10:30 a.m.
- Walmart’s Garden Market – Renewal of Temporary Display Permit
Jackie Bacchus, District Manager for Walmart, requested permission to renew
Walmart’s temporary permit display for the Spring of 2020.
A motion was made by Chairman McKinstry, seconded by Vice-Chairman Sarro,
and carried by a vote of 4-0, to approve the temporary permit for the Garden Market Display.
- NEW BUSINESS
- Revolving Water Fund- Proposed MS4 Stormwater Management Project
Richie Jones presented a slide presentation of how it would help meet the Township’s MS-
4 obligations. This covers the 4th stage for regulating stormwater dischargers.
- LONGWOOD GARDENS – Red Lion Storage Facility
Denise Yarnoff, Esq., Applicant’s counsel, presented the Longwood Gardens, Inc. project to expand its storage and maintenance facilities.

A motion was made by Chairman McKinstry, seconded by Vice-Chairman Sarro, and carried by a vote of 4-0, to adopt Resolution No. 2020-17, approving the plan entitled “Red Lion Equipment / Storage Building Final Land Development Plan Set” as prepared by Pennoni Associates, Inc. Engineering, last revised February 21, 2020.
- McNew Subdivision- 921 Wawaset Road
Jim Fritch from Regesters, P.E., Applicant’s engineer, presented McNew’s Minor Subdivision project.
A motion was made by Chairman McKinstry, seconded by Vice-Chairman Sarro, and carried by a vote of 4-0, to adopt Resolution No. 2020-18, approving the plan entitled “McNew Subdivision Final Minor Subdivision Plan” prepared by Regester Associates, Inc. dated January 9, 2020.
- Unionville Village Streetlight Tax
Chairman McKinstry stated this resolution is to fix a tax for the 2020 Street Lights in the Unionville Village.
A motion was made by Chairman McKinstry, seconded by Vice-Chairman Sarro, and carried by a vote of 4-0, to adopt Resolution No. 2020-19 to levy a tax for the 2020 Tax Year, for purposes of funding the Unionville Village Street Lights at an assessed rate of 40 cents per lineal foot of measurable and applicable property frontage.
- CONTINUING BUSINESS
- 806 Lisadell Drive – Tree Removal
The Kieslers were advised that a third party would conduct a Level 2: Basic Assessment
of the property and the trees.
A motion was made by Chairman McKinstry, seconded by Supervisor Matuszak, and carried by a vote of 4-0, to engage an arborist of the Board of Supervisor’s decision and at the recommendation of the Environmental Advisory Council.
- Escrow Release #4 Northridge Development (Phases 1 a and 1 b)
A motion was made by Chairman McKinstry, seconded by Vice-Chairman Sarro, and carried by a vote of 4-0, to authorize release of escrow No. 4 for the Northridge – Phase

- Escrow Release #17- Walnut Walk Phase 1
A motion was made by Chairman McKinstry, seconded by Vice-Chairman Sarro, and
carried by a vote of 4-0, to authorize release of escrow No. 17 for the Walnut Walk – Phase 1, in the amount of $126,976.00 as recommended in the VanDemark & Lynch, Inc. letter dated, February 27, 2020.
- APROVAL OF MINUTES
A motion was made by Vice-Chairman Sarro, seconded by Supervisor Monahan, and carried by a vote of 4-0, to approve the minutes of the meeting held on Monday, February 3, 2020, as submitted.
- TREASURER’S REPORT AND MONTHLY BILLS
A motion was made by Supervisor Chairman McKinstry, seconded by Supervisor Monahan, and carried by a vote of 4-0, to approve the Treasurer’s Report, and the Monthly Bills for the month of February 2020, as submitted.
