- ANNOUNCEMENTS
Chairman McKinstry announced that executive sessions were held on January 3rd to discuss legal and personnel matters, January 6th, 17th and 27th to discuss personnel matters and an additional executive session will take place after tonight’s meeting to discuss a personnel matter.
Chairman McKinstry introduced Mickey Bailey, a new hire in the administration department.
- PUBLIC COMMENT
Shelley Mincer of Lantana Drive said she likes the new traffic signal at route 82 and Cedarcroft. She stated that intersection needs a new sign for 82 North.
Lew Kinter who resides on Wollaston Road said he is concerned about the growing rhetoric regarding political policies for election day. He wanted to express his concern on the response time from police.
- PUBLIC HEARING
Chairman McKinstry opened the public hearing on consideration of approving an agreement with Berkheimer Tax Innovations, Inc. Solicitor Ryan Jennings introduced the ordinance agreement along with four hearing exhibits. The proposed plan adoption was advertised in the January 26, 2022, edition of the Daily Local News a required, as well as posted on the township web site. The agreement was available at the township building for public inspection, as advertised. Vice Chair Vannote made a motion to approve Ordinance 01-2022, approving a service contract with Berkheimer Tax Innovations, Inc. Supervisor Monahan seconded; motion carried 5-0.
- RESOLUTION 2022-15
Supervisor Monahan made a motion to approve resolution 2022-15 authorizing Berkheimer to be appointed the townships deputy tax collector. Supervisor Matuszak seconded; motion carried 5-0.
- RESOLUTION 2022-16
Supervisor Monahan made a motion to approve resolution 2022-16 to establish and set revised sewer rent for the township sewer system facilities. Vice Chair Vannote seconded; motion carried 5-0.
- CONTINUING BUSINESS
- Supervisor Sarro made a motion to approve the escrow release #1 for Longwood Gardens, Red Lion Storage Building in the amount of $580,759.31 as recommended by Engineer Donlon. Supervisor Matuszak seconded; motion carried 5-0.
- Vice Chair Vannote made a motion to approve the escrow release #12 for Marlboro Springs in the amount of $40,601.55 as recommended by Engineer Donlon. Supervisor Matuszak seconded; motion carried 5-0.
- Supervisor Sarro made motion to approve the escrow releases for Phases 1a/1b, (release 26), phase 2, (release 13), phase 3, (release 3) in the amount of $79,496.12 as recommended by Engineer Donlon. Supervisor Monahan seconded; motion carried 5-0.
- NEW BUSINESS
- Public Works Director Jeff Simpson asked for the approval of the board for the purchase of a 2022 Ford F-600 dump truck ($118,895.00) and a 2022 Brush Bandit woodchipper ($65,665.60). Both items are in the 2022 approved budget. Supervisor Monahan made a motion to approve both purchases of equipment. Supervisor Sarro seconded; motion carried 5-0.
- Vice Chair Vannote made a motion to approve Hometown Press to coordinate advertising and to publish the township newsletter. Supervisor Monahan seconded; motion carried 5-0.
- Supervisor Monahan made a motion to approve the Willowdale Steeplechase permit application for May 14th, 2022. Supervisor Matuszak seconded; motion carried 4-0 with Vice Chair Vannote abstaining.
- Supervisor Monahan made a motion to approve resolution 2022-17 to appoint Jake Elks, John Rosecrans, and Lew Kinter to the Historic Architectural Review Board. Vice Chair Vannote seconded; motion carried 5-0.
- Supervisor Monahan made a motion to approve the Walmart request for a temporary parking lot use for its 2022 live plant display on three conditions; the store manager will meet with Neil and overview the boundary lines, a litter control plan will be followed, and a report on the progress will be made by the store manager. Supervisor Sarro seconded; motion carried 5-0.
- RESOLUTION NO. 2022-18
Supervisor Monahan made a motion to appoint BBD, LLC Certified Public Accounting Firm to conduct the 2021 financial audit. Supervisor Vannote seconded; motion carried 5-0.
- RESOLUTION NO. 2022-19
Supervisor Monahan made a motion to approve resolution 2022-19 reaffirming a part-time municipal police force. Supervisor Matuszak seconded; motion carried 5-0.
- RESOLUTION NO. 2022-20
Vice Chair Vannote made a motion to approve resolution 2022-20 adopting an updated municipal police manual. Supervisor Monahan seconded; motion carried 5-0.
- RESOLUTION NO. 2022-21
Supervisor Matuszak made a motion to approve resolution 2022-21 authorizing execution of an agreement with the Brandywine Conservancy to update the Unionville Area Regional Comprehensive plan. Supervisor Sarro seconded; motion carried 5-0.
- TOWNSHIP DEPARTMENTS MONTHLY REPORTS
- Public Works Director Jeff Simpson and Township Manager Neil Lovekin gave their monthly reports.
- TREASURER’S REPORT AND MONTHLY BILLS
Vice Chair Vannote made a motion to approve the treasurers report and the monthly bills. Vice Chair Vannote seconded. Motion carried 5-0.

- APPROVAL OF MINUTES
Vice Chair Vannote Supervisor Monahan approved the December 2021 minutes as presented; Supervisor Monahan seconded; motion carried 5-0.
- ADJOURNMENT
All business having been discussed, a motion was made by Supervisor Monahan, seconded by Chairman McKinstry, and carried by a vote of 5-0 to adjourn the meeting at 8:25 p.m.
