BOARD OF SUPERVISORS
Meeting of the Board – May 4, 2015 – 7 P.M.

Chairman Cuyler H. Walker called the public meeting to order by leading the group in the Pledge of Allegiance. Board Members Richard P.S. Hannum, Eddie G. Caudill, Robert F. Weer, and John Sarro were also present, as was Solicitor Frone Crawford, Jr.
Public Comment Period. There were no comments from the public.
Minutes of April 6, 2015. Supervisor Weer asked the date of the engineer’s inspection at Belrose be inserted into the April minutes; the date was March 12, 2015. With that correction, and by unanimous vote (5-0), the minutes were approved.
Request to Conduct Tent Sale of PA-legal Fireworks in the Walmart Parking Lot.Debbie Ivins, representing TNT Fireworks, requested approval for an outdoor tent sale for approximately 10-12 days, ending on July 5, 2015. By unanimous vote (5-0), the Board granted approval for this year only.
Kennett Town Tour. Request postponed.
Request for Funding for Firemen’s Thank You Party. Shelley Mincer, one of the organizers of the party which is scheduled for October 10, 2015 at Cheslen Preserve, again asked the Supervisors to financially support the Thank You Party. There was no motion for approval; no action taken.
Complaint about Sound and Light excesses at the High School. Marie Ford, a resident of Traditions, said that since the school renovations, the sound and light have intensified. Supervisor Sarro said that he had spoken with Joe Derrickson at the High School, who urges Mrs. Ford to contact him when she feels that the noise is excessive. Dr. Sanville, School Superintendent, who was unable to make last evening’s meeting because of a conflict, has scheduled a time to meet with Traditions residents in June to hear their concerns.
Road Contract for 2015.By unanimous vote (5-0), the Board accepted the bid of Allan Myers, Independence Construction, for paving material for 2015, in the amount of $36,400.

Purchase of New Truck.By unanimous vote (5-0), the Supervisors approved the purchase of a 2015 F-550 Super Duty truck, 4 WD Chassis Cab with a 9’ Rugby Dump Body, under the CoStars program, for a total price of $69,900.
Sidewalk Ordinance.The supervisors reviewed the terms of the proposed sidewalk ordinance, which would provide for property owner’s maintenance of sidewalks on their property as well as installation of sidewalks along public roads, subject to a secondary ordinance which specifies the particular streets to be included. They agreed to hold a public hearing on the ordinance at 6:45 p.m. at the June 1, 2015 Board meeting.
Bills. By unanimous vote (5-0), and with each supervisor abstaining on a single invoice with a perceived conflict of interest, the Supervisors approved the attached list of invoices, with the following totals:
General Fund $147,235.79
Sewer Fund $ 9,481.28
Park Fund $ 2,377.00
State Fund $ 47,519.78
Payroll $ 42,494.04
Treasurer’s Report. By unanimous vote (5-0), the Supervisors accepted the attached report, as prepared.
The public meeting was adjourned at 7:52 p.m., at which point the Supervisors went into executive session with Solicitor Crawford to discuss a pending legal matter as well as a personnel matter.
