BOARD OF SUPERVISORS MINUTES
Meeting of the Board – February 10, 2014
Vice- Chairman Richard P.S. Hannum called the regular February meeting to order at 7 p.m. in the Township Building by leading the group in the Pledge of Allegiance. Board members Eddie G. Caudill, John Sarro, and Robert F. Weer were also present, as was Solicitor Fronefield Crawford, Jr.
Public Comment Period.
Jack Greenwood, a Unionville resident, said that the Fenza site plan does not meet Township ordinances and that the plan is inadequate. The plan had been reviewed by the Township Engineer, Jim Hatfield. Vice-Chairman Hannum agreed to get a more precise copy of the plan and asked that Mr. Greenwood submit his list of concerns in writing, so that the items can be reviewed by the engineer.
In another matter, Mr. Greenwood said that the Ginty family is not only parking on public lands, (land now a part of the Unionville Community Park), but he said that the Ginty family is prohibiting others from using that area by placing saw horses on the land. The Township will investigate the matter.
Supervisor Bob Weer congratulated the road crew for their extraordinary clean-up and maintenance work during the ice storm and road closures.
Minutes of January 6, 2014. By unanimous vote (4-0), the Board approved the minutes as prepared.
Escrow Release – Bank of America. Jim DeNave represented the applicant in the request for release of $27,440 in escrowed funds; by unanimous vote (4-0), the Board approved the release.
Walmart – Reduction in Bond. At the request of Walmart, Township Engineer, Jim Hatfield, recommended that the Bond be reduced by $552,212, leaving a balance of $94,889 bonding for the remaining construction items. By unanimous vote (4-0), the Supervisors approved the reduction.
Kennett Run. Mary Pat Knauss represented the Race Directors in requesting closure of certain roads in East Marlborough for the annual race, to be held on Saturday, May 17, 2014, the 25th

Anniversary run. They expect about 1800 runners to participate. By unanimous vote (4-0), the Supervisors approved the following road closures, as requested:
Walnut Road – both lanes between Nixon Park and Longwood Road (9:10-11 a.m.)
Longwood Road – both lanes between Walnut and School House Roads 8:55-10:30 a.m.)
East Locust – both lanes between Route 82 and Walnut Road (8:55-10 a.m.)
Taylor, Potter, Bayard –both lanes (8:45-10:30 a.m.) Adjacent roads will also be impacted.
Bayard Taylor Library Report. Librarian Donna Murray and East Marlborough representative Bill Landmesser presented the annual report of activities and budget. They expressed their appreciation for the support from East Marlborough.
Longwood Gardens Fireworks Display. By unanimous vote (4-0), the Supervisors approved Fireworks displays for the followings six dates for the 2014 season; each display is expected to last no more than 30 minutes. The rain dates are in parentheses.

Unionville Community Park – County Grant Application – Resolution 2014-07. By unanimous vote (5-0), the Board approved Resolution 2014-07, authorizing the application for County Funding for Phase II of the Unionville Community Park.
In a separate unanimous vote (5-0), the Board authorized the signing of the Agreement between the Township and Chester County for the Park funding.
Township Auditors. By unanimous vote (5-0), the Supervisors appointed the following two auditors to fill the vacant positions on the Board of Auditors: Mary Armstrong and Tony Procopio.

Resolution 2014-02- Appointing a CPA firm to audit Township accounts. Action was tabled on this resolution until the March 3, 2014 Board meeting.
Northbrook Subdivision Review Time. By unanimous vote (5-0) the Supervisors accepted the applicant’s request to extend the review time for the four-lot subdivision on Route 926 at Northbrook Road.
Letter to Chester County Conservation District. Several municipalities in southeastern Chester County has compiled a letter to the CCCD requesting that the District receive greater input from the affected municipalities for any land disturbance permits within each municipality. The approval was accepted by unanimous vote (5-0).
Bills. By unanimous vote (5-0), with each supervisor abstaining on a single vote with a perceived conflict of interest, the following list of invoices was approved for payment, with the following totals:
General Fund $128,078.00
Sewer Fund $155,125.49
Development Fund (Unionville Park) $147,268.48
State Fund $ 65,453.43
Payroll $ 54,243.35
Treasurer’s Report. By unanimous vote (5-0), the Board accepted the attached report, as prepared.
The public meeting was adjourned at 7:55 p.m., at which point the supervisors went into executive session with the solicitor to discuss a pending legal matter as well as a personnel matter.
