CALL TO ORDER\nPresent: Township Staff & Consultants:\nChairman McKinstry Ryan Jennings, Township Solicitor\nVice-Chair Vannote Neil Lovekin, Township Manager\nSupervisor Sarro Hannah Township Treasurer\nSupervisor Vannote Jeff Simpson, Public Works Director\nSupervisor Matuszak Chief Robert Clarke\n2. ANNOUNCEMENTS\nChairman McKinstry announced that executive sessions were held on March 7th to discuss legal\nmatters, and April 4th to discuss legal and personnel matters.\n3. PUBLIC HEARING\nSolicitor Jennings opened a public hearing to consider adopting an ordinance to regulate the\ndistribution and use of single use plastic carry out bags and single use plastic straws. Marie\nDiCostanza of Larkspur Drive questioned the studies that have occurred and that she did not\nsupport the ordinance as proposed. Nancy Gifford of Fountain Trail in Longwood Preserve does\nnot support the ban of plastic bags and straws. Andy Romine of Wollaston Road spoke of research\nof the composites that make up plastic bags versus paper bags and does not support the proposed\nordinance. Shelley Mincer, Lantana Drive, is also not in favor of the ban of plastic bags and straws.\nJoe DiCostanza of Larkspur Drive said he feels it should be a state law and that is littering is the\nroot cause of the problem.\n4. ORDINANCE 02-2022\nSolicitor Jennings closed the public hearing after all public comments. Vice Chair Vannote made\na motion to continue the hearing to May 2nd, 2022, regarding ordinance 02-2022 amending the\ncode of East Marlborough Township to add an ordinance titled “plastic carry-out bags and single\nuse plastic straws. Supervisor Sarro seconded; motion carried 5-0.\n5. CONTINUING BUSINESS\na. Supervisor Sarro made a motion to approve and authorize the temporary closing of roads for\nthe Kennett Run on May 7th. Supervisor Matuszak seconded; motion carried 5-0.\nb. Matt Eick from the Longwood Fire Company stated that the township needs to be\nconscientious of when there are too many special events in the same weekend; there are not\nenough emergency services resources to cover all the events. Cuyler Walker said that the\napplication for the special permit has the procedures already in place. The applicant must show\nthey have adequate personnel in place and the burden is on them.\n6. NEW BUSINESS\na. Supervisor Matuszak made a motion to approve and authorize the closure of Green Valley\nRoad for the Tough Mudder Race on May 21st and May 22nd. Supervisor Sarro seconded;\nmotion carried 5-0.\nb. Vice Chair Vannote made a motion to authorize and approve the permit application for the\nTNT fireworks outdoor display at the Wal Mart store from June through July 2022. Supervisor\nSarro seconded; motion carried 5-0.\nc. Vice Chair Vannote made a motion to ratify and affirm by letter municipal support for the\ngrant application on behalf of the Brandywine Red Clay alliance for the Red Clay restoration\nproject. Supervisor Matuszak seconded; motion carried 5-0.\nd. Vice Chair Vannote made a motion to affirm municipal support for the grant application on\nbehalf of the Kennett Library. Supervisor Matuszak seconded; motion carried 5-0.\ne. Public Works director presented the bid results from the Municipal Cooperative for 2022.\nVice Chair Vannote made a motion to approve the award of the 2022 materials bid award based\non the March 30th memo. Supervisor Matuszak seconded; motion carried 5-0.\nf. Supervisor Sarro made a motion to exonerate property tax lien for UPI 61-3-1(2054 Marlboro\nRoad) in the amount of $151.68. Supervisor Matuszak seconded; motion carried 5-0.\ng. The discussion of amending the lease for William Scotsman, Inc. for a term of from 4/09/2022-\n4/08/2025 was tabled until research is done on costs and purchasing a modular office for police\nservices.\nh. Vice Chair Vannote made a motion to authorize a retainer agreement with Herbert, Rowland\n& Rubic, Inc. to provide engineering and related services for the township. Supervisor Sarro\nseconded; motion carried 4-0 with Supervisor Monahan voting no.\ni. Vice Chair Vannote made a motion to accept Patricia Montague’s resignation from the\nplanning commission and to authorize the advertising of the position.\n7. RESOLUTION NO. 2022-27\nSupervisor Sarro made a motion to adopt resolution 2022-27 to authorize the submission of a\nDVRPC grant application for the bikeway project. Supervisor Matuszak seconded; motion carried\n5-0.\n8. ZONING HEARING BOARD APPLICATIONS\na. An application for the zoning hearing board will be heard on May 18th, 2022 regarding 13\nCemetery Lane. The board took no position and will leave it up to the ZHB.\n9. TOWNSHIP DEPARTMENTS – MONTHLY REPORTS\nManager Lovekin, Chief Clarke and Public Works Director Simpson gave their monthly reports\n10. TREASURER’S REPORT AND MONTHLY BILLS\nVice Chair Vannote made a motion to approve the treasurers report and the monthly bills.\nSupervisor Sarro seconded. Motion carried 5-0.\nFund Expenditure\nGeneral $177, 764.40\nPayroll $85,910.13\nSewer $32,365.13\n11. APPROVAL OF MINUTES\nVice Chair Vannote made a motion approving the March minutes except with the removal of the\nstatement that was attached, Supervisor Sarro seconded; motion carried 4-0. Supervisor\nMonahan voted no.\n12.
