Supervisor Sarro seconded.  Motion carried 5-0.\n \n\nORDINANCE NO. 01-2021\n\n \nChairman McKinstry made a motion to adopt Ordinance No. 01-2021 which is an authorization to incur additional debt in the form of a general obligation note for the purpose of replacing the East Locust Lane Bridge.  Supervisor Sarro seconded; motion carried 5-0.\n \n\nPUBLIC HEARING\n\n \nSolicitor Jennings opened a public hearing.  Shelia Fleming from Brandywine Conservation    presented the plan.   Resident Shelly Mincer made a comment on whether the paths would be paved.    Chairman McKinstry made a motion to consider enacting Resolution 2021-16 to adopt the Open Space and Recreation, and Environmental Resources Plan.  The propose plan adoption was advertised in the January 15th edition of the Daily Local news and advertised on the Township Website.   Supervisor Sarro seconded the motion, motion carried 5-0.\n \n\nRESOLUTION NO. 2021-16\n\n \nSupervisor Matuszak made a motion to adopt resolution 2021-17 and to appoint Barbacane, Thornton and Company to audit the 2020 Budget.  Supervisor Vannote seconded; motion carried 5-0.\n \n\nRESOLUTION NO. 2021-18\n\n \nChairman McKinstry presented Resolution NO. 2021-18 for a grant application for 2021 Vison Partnership Program- Unionville Area Regional Comprehensive Plan.  It needs to be updated every ten years.  Supervisor Vannote made a motion, Supervisor Sarro seconded.  Motion carried 5-0.\n \n\nNEW BUSINESS\n\n \n\nSupervisor Sarro approved the Cheshire Hunt Conservancy event that will take place at Plantation Field on March 28th with COVID-19 protocols in place, Vice Chair Monahan seconded, motion carried 5-0.\nVice Chair Monahan made a motion to approve the Willowdale Steeplechase on May 8th, allowing at a max of 1500 spectators, 220 vehicles. Supervisor Sarro seconded.  Motion carried 4-0 with Supervisor Vannote abstaining.\nChairman McKinstry made a motion for approval for the Unionville Recreation Association to use the URA field with COVID-19 protocols in place and a certificate of insurance. Supervisor Monahan seconded; motion carried 5-0.\nSupervisor Vannote made a motion to table the temporary parking lot use request for Walmart for their live plant display, until the littering issue is addressed. Supervisor Sarro seconded the motion.  Motion carried 5-0\nTristan Ruh represented American Tower. He presented a proposal for consideration of a new Term agreement. The Board decided to table the decision until more research is done.  No action was taken.\nChairman McKinstry made a motion to authorize a letter for consideration of the Zoning Hearing Board variance for Super Cuts Hair Salon, 817 East Baltimore Pike. The Board is agreeable to a variance with reduction in size of the sign.  Vice Chair Monahan seconded; motion carried 5-0.\n\n \n\nCONTINUING BUSINESS\n\n \n\nSupervisor Vannote made a motion to release escrow release #15 for Phase 1a/1b, and phase 2: escrow release #4 in the amount of $102,457.06, and $14,280.00 respectively for Northridge. Engineer Donlon agreed to the amounts for the release.  Supervisor Matuszak seconded.  Motion carried 5-0.\nVice Chair Monahan made a motion to approve escrow release #22 for Longwood Preserve in the amount of $10,548.00 and to approve Resolution NO. 2021-19. Engineer Donlon approved the $10,548.00 amount for release. Supervisor Matuszak, seconded.  Motion carried 5-0.\nEngineer Donlon approved a release from Quick Lane in the amount of $305,606.00.  Supervisor Vannote made a motion to approve escrow release #1 for Quick Lane in the amount of $305,606.00.  Vice Chair Monahan seconded; motion carried 5-0.\nVice Chair Monahan and Manager Lovekin gave a status update on the Strategic Plan. The proposal will be reviewed at the March meeting.\n\n \n \n\nSupervisor Matuszak made a motion to approve the January minutes for the regular board meeting, and the reorganization minutes.  Vice Chair Monahan seconded; motion carried 5-0.\n\n \n\nTREASURERS REPORT AND MONTHLY BILLS\n\n \nA motion was made by Supervisor Sarro to approve the treasurers report and monthly bills. Vice Chair Monahan seconded the motion.
