Supervisor Vannote seconded the motion.  Motion carried 4-0.\nSupervisor Monahan made a motion to approve all 4 of the outdoor facility enhancements for the Unionville-Chadds Ford School district, including the escrow recommendation from Vandemark and Lynch Inc., the PLIGT account agreement, the Deed of Dedication for Right of Way, and finally the subdivision and land development agreement. Supervisor Vannote seconded the motion.  Motion carried with a vote of 4-0.\nVandemark and Lynch Inc. engineer Donlon recommended an escrow release for Northridge in the amount of $89,496.57. Supervisor Monahan made a motion to approve the escrow release, Vice Chairman Sarro seconded the motion.  Motion carried 4-0.\n\n \n \n \n\nORDINANCE NO.  2020-04: AMENDING NON-UNIFORM PENSION PLAN\n\n \n\nThe propose ordinance was advertised in the November 29th edition of the Daily Local News.\n\n \n\nSupervisor Vannote made a motion to adopt Ordinance No. 2020-04, Supervisor Monahan seconded. Motion carried 4-0.\n\n \n\nORDINANCE NO. 2020-05: AMENDING UNIFORM PENSION PLAN\n\n \n\nThe proposed ordinance was advertised in the November 29th edition of the Daily Local news.\nSupervisor Monahan made a motion to adopt Ordinance No. 2020-05, Vice Chairman Sarro seconded. Motion carried 4-0.\n\n \n\nRESOLUTION NO. 2020-38: ADDITON TO THE AGRICULTURAL SECURITY AREA DONZE (UPI 61-4-10) \n\n \nVice Chairman Sarro made a motion to approve Resolution 2020-38, Supervisor Vannote seconded. Motion carried 4-0.\n \n\nRESOLUTION NO. 2020-39: PROCEDURES TO GOVERN THE PROCUREMENT OF PROFESSIONAL SERVICES FOR UNIFORMED AND NON-UNIFORMED PESNION PLANS. \n\n \nSupervisor Vannote made a motion to approve resolution 2020-39, Supervisor Monahan seconded.  Motion carried 4-0.\n \n\nRESOLUTION NO 2020-40; TEMPORARILY CLOSING CERTAIN ROADS IN THE TOWNSHIP DUE TO NO WINTER MAINTENANCE. \n\n \nVice-Chairman Sarro made a motion to approve Resolution no. 2020-40, Supervisor            Monahan seconded.  Motion carried 4-0.\n \n\nRESOLUTION NO. 2020-41; FIXING THE 2021 CALENDAR YEAR TAX RATES\n\n \nSupervisor Monahan made a motion to approve resolution no. 2020-41 with no tax increases, Vice Chairman Sarro seconded.  Notion carried 4-0.\n \n\nRESOLUTION NO. 2020-42; DESIGNATION OF AGENT FOR COVID -19 DISASTER, DR-4506.\n\n \nSupervisor Monahan made a motion to assign Hannah Christopher as the Townships agent for COVID-19 19 disaster relief.  Vice Chairman Sarro seconded.  Motion carried 4-0.\n \n \n \n\nCONTINUING BUSINESS\n\n \n\nSupervisor Monahan gave an update on the Township wide strategic plan.\n\n \n\nChairman of the Board McKinstry would like residents to submit a letter regarding opinions and  comments to the Environmental Quality Board on the Department environmental proposed carbon regulations.  The information will be posted on the township website so that individuals can submit their comments directly to the Environmental Board.\n\n \n\nAPPROVAL OF MINUTES\n\n \nSupervisor Monahan made a motion to approve the November Board of Supervisor minutes, Vice Chairman Sarro seconded.  Motion carried 4-0.\n \n\nTREASURERS REPORT AND MONTHLY BILLS\n\n \nA motion was made by Supervisor Vannote to approve the treasurers report and monthly bills. Vice Chairman Sarro seconded the motion.
