DESCRIPTION:REGULAR MEETING\nNovember 2, 2020\nBOARD OF SUPERVISORS                                                                                            7:00 P.M.\n721 Unionville Road\nKennett Square, PA 19348\n \n \n\nCALL TO ORDER\n\nPresent:                                         Township Staff & Consultants:\nChairman McKinstry                          Ross Unruh, Township Solicitor\nVice-Chairman Sarro                          Lisa Donlon, Township Engineer\nSupervisor Monahan                           Neil Lovekin, Township Manager\nSupervisor Matuszak                          Hannah Christopher, Township Treasurer\nSupervisor Vannote                           Robert Clarke, Chief of Police\n                                                      Jeff Simpson, Public Works Director\n \n\nPUBLIC COMMENT\n\n \nRuth Kranz- Carl of West Locust Drive asked about the Cell Tower signs located on Oak Tree Lane and what they signified.\n \n\nGENERAL DISCUSSION\n\n \n\nUPCOMING EVENTS \n\n\nThere are none.\n\n \n\nANNOUNCEMENTS\n\n \n\nThere was an executive session held on November 2, 2020 before the regular meeting to discuss a personnel issue.\nThere will be a virtual presentation of Open Space, Recreation and Environmental Resources Plan by the Brandywine Conservancy on November 9th at 7 p.m. This is the final public meeting.\n\n \n\nNEW BUSINESS\n\n \n\nAn initial discussion of a township wide strategic plan was presented by Supervisor Kathryn Monahan via a power point presentation.\n\n \n\nThe Historic Commission made a recommendation to accept the demolition permit submitted by the Longwood Gardens with regards to their Estate Greenhouses.\n\n \n\nAn initial discussion of the 2021 Draft Budget was presented, and a virtual public meeting was scheduled to go through each line item for Thursday, November 12th at 7 p.m.\n\n \n \n \n\nCONTINUING BUSINESS \n\n \n\nAn escrow release was requested by Longwood Preserve (Escrow Release #20) for phase 1 in the amount of $38,715.05 and agreed to by Engineer Donlon of VANDEMARK & LYNCH, INC.   (V &L).  Supervisor Monahan made a motion to approve the release and Supervisor Vannote seconded.  Motion carried 5-0.\n\n \n\nEngineer Donlon approved an Escrow release for Northridge, Phase 1A and 1B (Release #12) in the amount of $89,998.02. Supervisor Vannote made a motion, seconded by Vice Chairman Sarro.  Motion carried 5-0.\n\n \n\nEngineer Donlon of V & L recommended a release for Walnut Walk Phase 2 (Escrow Release #16) in the amount of $80,731.00. Chairman McKinstry made a motion, Vice Chairman Sarro seconded. Motion carried 5-0.\n\n \n \n\nAPPROVAL OF MINUTES \n\n \nSupervisor Vannote made a motion to approve the October 5th Board of Supervisor minutes.  Supervisor Matuszak seconded.  Motion carried 5-0.\n \n \n\nTREASURERS REPORT AND MONTHLY BILLS\n\n \nA motion was made by Vice Chairman Sarro, seconded by Supervisor Vannote.
