MINUTES
Chairman Cuyler H. Walker called the public meeting to order at 7 p.m. in the Township Building, by leading the group in the Pledge of Allegiance. Board Members John Sarro and Richard P.S. Hannum were also present, as was Solicitor Fronefield Crawford, Jr.
Public Comment Period.
Bruce Shapiro, President of the Traditions HOA asked about the uses and outside maintenance of the former Hicks farmhouse, located in the interior of the Traditions community. It had been used for many years as a Bed and Breakfast, under the terms of the Home Occupation provision of the Zoning Ordinance. Mr. Shapiro asked for assistance in getting the property owner of the farmhouse (now Fannie Mae) to comply with regulations for mowing of the grass.
Chairman Walker noted that Judge Mahon had ruled in favor of upholding the Township Zoning Ordinance, in the matter of Whitewing Farm zoning challenge.
Minutes of July 6, 2015.By unanimous vote (3-0), the minutes were approved, as prepared.
Tough Mudder – Request for Temporary Road Closure. Robyn Pigozzi, representing Tough Mudder, spoke about the plans for handling traffic and participants for the October 17-18, 2015 event at the Plantation Field. She requested approval to close Green Valley Road for most of the daylight hours on Saturday, October 17th. Chief Clarke said that the traffic and parking plan looked good. Ms. Pigozzi agreed that she would post signs about two weeks in advance of the closure, to let motorists know. In addition, she pledged to speak with each of the residents on Apple Grove Road to inform them of the traffic and event specifics. By unanimous vote (3-0), the Board approved the closure of Green Valley Road on Saturday, October 17th.
West Marlborough Township Rate for Police Coverage.The current hourly fee is $65; the East Marlborough Supervisors decided not to make any changes.
Safety Committee Report.Vice-Chair Hannum spoke about the Committee’s meeting with Jerry Baker, a traffic engineer from Traffic Planning and Design. Mr. Baker had submitted a proposal, in four phases, of proposed studies/work to provide safer uses of the three

crosswalks on Route 82; two of the crossings are in front of the High and Middle Schools, and the third is at the URA Ball fields at the West end of Unionville. The proposals will be discussed in greater detail among members of the Safety Committee. By unanimous vote (3-0), the Board voted to authorize Part A of the proposal, the Study for Short Term Improvements, at a cost of $2,000.
Bills. By unanimous vote (3-0), with each supervisors abstaining on a single item with a perceived conflict of interest, the Supervisors approved the attached list of invoices, with the following totals:
General Fund $136,409.83
Payroll $ 56,242.81
Sewer Fund $ 17,724.68
Development Fund (Park) $ 30,138,66
Treasurer’s Report. By unanimous vote (3-0), the Board accepted the attached report, as prepared.
The public meeting was adjourned at 7:52 p.m., at which point the Supervisors went into executive session with Solicitor Crawford, to discuss a pending legal matter.
