Meeting of the Board – February 2, 2015

Chairman Cuyler H. Walker called the public meeting to order at 7 p.m. in the Township Building by leading the group in the Pledge of Allegiance. Board members Richard P.S. Hannum, Eddie G. Caudill, Robert F. Weer, and John Sarro were also present, as was Solicitor Fronefield Crawford, Jr.
Public Comment Period.
Chairman Walker announced that the Township had received and regretfully accepts a letter of resignation from Police Chief Gerry Davis. Mr. Walker praised the work of Chief Davis, who established the Department in East Marlborough, and set the professional tone of the Department. Chief Davis has more than 50 years of experience in police work, having served in two other municipalities before coming to East Marlborough.
Shelly Mincer, resident of Traditions, said that she had worked to promote awareness for the Fire Company while a resident of Newlin and would like to continue to do the same here.
Minutes of January 5, 2015. Supervisor Weer suggested the following corrections/additions to the minutes:
a) the September meeting date is Tuesday, September 1, not September 8, 2015,
b) the vote for the position of Fire Marshal was actually 3-2, with Supervisors Walker, Weer, and Hannum voting in favor of United Inspection Agency, and Supervisors Caudill and Sarro opposed, and
c) the Supervisors voted to appoint Supervisor Caudill Safety Liaison .
With those corrections and additions, the minutes were approved by unanimous vote (5-0).
Library Report.Librarian Donna Murray requested that the presentation be postponed until the March meeting.
Complaint About the Light on Top of the AT&T Cell Tower on Route One. Mr. Majeski said that the light is bothersome; he has contacted the management company to request that the light be changed or removed. Mr. Walker said that the Supervisors would prefer that there be no light, but the FAA regulations require the light.

Walnut Ridge Escrow Release.By unanimous vote (5-0), the Supervisors accepted the recommendation of the Township Engineer, Jim Hatfield, and established the escrow amount at $3,866,600.
Chester County Park Grant. By unanimous vote (5-0), the Supervisors approved the extension of the grant until July 14, 2015.
Walnut Ridge – Conditional Use Application. The Board set March 9, 2015 at 7 p.m. as the date for the hearing on the application to expand the number of units in the development.
Bills. By unanimous vote, with each supervisor abstaining on a single vote with a perceived conflict of interest, the Supervisors approved the attached list of invoices for payment, with the following totals:
General Fund $417,352.90
State Fund $ 25,715.67
Park Fund $ 55,437.00
Sewer Fund $ 22,453.79
Payroll $ 43,382.88
Treasurer’s Report. By unanimous vote (5-0), the Supervisors accepted the attached report, as prepared.
Appointment of Auditor – Barbacane Thornton & Company. By unanimous vote (5-0), the Supervisors appointed Barbacane Thornton to audit the Township books for 2014.
The public meeting was adjourned at 8:32, at which point the Supervisors went into executive session to discuss a personnel matter.
