Minutes of October 31, 2017
Cuyler Walker, chairman called the meeting to order at 7:00 p.m. in the township building. Additional Commissioners present: Charles Streitwieser, Jane Donze, and Mary Nell Ferry. There was a quorum present.

Motion to approve minutes of the September 26, 2017 Planning Meeting as submitted by Daniele Whittaker, Secretary. Motion approved.
- Doug White – Gale Lane Project
Mr. White updated the Planning Commission on his intention to submit revised plans for a Twin-home development located off of Gale Lane. Mr. White advised the Commission that his revised plan avoids steep slopes and reduces the need to remove trees. The new plan calls for “Footprint” lots which required an amendment to the East Marlborough Zoning Ordinance. The Planning Commission had previously recommended passage of the Zoning Amendment.
Mr. White expressed concern about the Township’s desire to have a connector road built between his neighborhood and the CJK/Longwood Preserve Townhome development. The Township had asked the two developers, Mr. White and CJK, to find a way to provide a connector road from N. Walnut to Schoolhouse Road. Mr. White asked the Planning Commission to reject the idea of a through road going through his development. He advised that the proposed plan calls for the road to go through the most desirable portion of his project and that would drastically affect the marketability and profitability for the type of development he wants to build.
Mr. White asks that the Township consider another option, providing a connector road utilizing the Avello property on N. Walnut rather than his property.
Mr. Walker encouraged the Planning Commission members to let the process proceed without input from the Planning Commission.
- Rick Avello represented by Jim Fritsch – Townhome Project on N. Walnut
Mr. Fritsch said his client is considering building 34 units on 9 acres located off of N. Walnut Road. They believe that the sketch plan shows that all setbacks and impervious coverage limits can be met. They are proposing a connector road linking the development with the CJK project with the Avello project to provide two exits to the neighborhood. Mr. Fritsch said they the Avellos will need assistance from the Township in order to expand the 25’ wide access easement on N. Walnut in order to build a road to access the site.
Mr. Walker said that the Planning Commission could express a preference for the location of the access road and thanked the Avellos for bringing the project to the Planning Commission. Option A proposes the connection road to go through Mr. White’s project, Option B connects the Avello property with CJK. The Planning Commission recommends Option B.
East Marlborough resident Dave Adamson raised concerns about whether the connector road would increase traffic on the boulevard entrance for CJ. Mr. Adamson requested that a traffic study be done to show whether the current design for the CJK entrance boulevard would meet township regulations and if a turning lane is needed.
Mr. Walker said that the Township engineer and staff would be meeting with the developers for CJK on November 2nd and would raise these issues.
