BOARD OF SUPERVISORS MINUTES
Meeting of the Board – October 6, 2014
Public Hearing. Ordinances 2014-03 and 2014-04 – Chairman Cuyler H. Walker called the public hearing to order at 7 p.m. in the Township Building to hear comments and consider the two ordinances which would amend some of the language in the township’s Retirement Agreements with the Pennsylvania Municipal Retirement System. The purpose of the changes was to make the language compliant with IRS-Qualified plans. The two ordinances were approved by unanimous vote (5-0).
Public Meeting.Chairman Cuyler H. Walker called the public meeting to order immediately following the above-referenced public hearing, by leading the group in the Pledge of Allegiance. Board members Richard P.S. Hannum, Robert F. Weer, Eddie G. Caudill, and John Sarro were also present, as were Solicitor Fronefield Crawford, Jr., and Engineer James W. Hatfield.
Public Comment Period.Unionville resident John Greenwood asked about certain uses of township property by the Ginty family. Joseph Dauphin said that he also had some concerns because he felt that the accumulation of materials is unsightly. The township will ask Mr. Ginty to clean up the property.
Minutes of September 8, 2014. By unanimous vote (5-0), the Supervisors approved the minutes as prepared.
Bank of America – Escrow Release – By unanimous vote (5-0), the Supervisors approved the release of $59,141.10 of escrowed funds, provided that the Bank of America gets the corporate name corrected on the recorded plans.
Walnut Ridge – Resolution 2014-08 – By unanimous vote (5-0), the supervisors re-adopted the resolution for Act 537 Plan Revision, providing for the 61 townhouses in Walnut Ridge to utilize the Township-owned sanitary facilities.

Longwood Gardens – Request to Re-direct traffic on Greenwood Road. Greg Papiernick, Director of Public Safety at Longwood Gardens, requested permission to alter the direction of traffic on the northern leg of Greenwood Road for up to 90 minutes at a time during heavy traffic at Longwood Gardens for the Christmas-display season. The plan would be in force only if site conditions prohibited parking on the field at Longwood. By unanimous vote (5-0), the Supervisors approved the plan for limited re-direction of traffic on the north leg of Greenwood Road.
Pylon Sign at Shoppes at Longwood – John Jaros, Esq. represented the owners, who are seeking to amend the Sign Agreement between East Marlboro Associates and East Marlborough Township; the Agreement provides for only one pylon sign at the development. The Zoning Hearing Board had granted a variance for an additional sign, but the Agreement prohibited the additional sign. By vote of 4-0, with Mr. Sarro abstaining, the Supervisors agreed to amend the Sign Agreement to permit the additional sign.
Stream Bank Erosion on Ross Property.Jim Hatfield explained thebrief investigation he performedregarding some of the contributing factors to water flow in the stream. The Board agreed that two supervisors and Jim Hatfield would meet with Mr. & Mrs. Ross to discuss the problem.
Zoning Ordinance Amendments.Property owner Dick Pratt and his Planner, Ray Ott, had made two presentations to the Township regarding a recommended ordinance amendmentfor the Cluster and Lot Averaging section of the ordinance. The proposed amendment would permitan increase in the number of single-family dwellings to be placed on smaller lots coupled with additional Community Open Space. The amendment would provide for another option, but would not repeal the Lot Averaging and Cluster options already in the Ordinance.By unanimous vote (5-0), the supervisors agreed to transmit the proposed amendment toboth the Township and County Planning Commissions for review.
Belrose HOA Concerns.Property owners Benjamin Hickinbotham and Michael Liebman asked about issues in the subdivision that they felt should be corrected by the builder. They said that they had consulted with an engineer who is scheduled to conduct an investigation of the storm water basins. They agreed to share the results of the survey with the Township. No action was taken.

Bills.By unanimous vote (5-0), with each Supervisor abstaining on a single vote with a perceived conflict of interest, the Board approved the attached list of invoices, with the following totals:
General Fund $133,758.03
Payroll $ 49,320.19
Sewer Fund $ 24,503.56
Development Fund $ 906.28
Park Fund $ 825.60
Treasurer’s Report. By unanimous vote (5-0), the attached report was approved, as prepared.
The public meeting was adjourned at 9:07, at which point the Supervisors went into executive session to discuss land acquisition and a pending legal matter.
