MINUTES
Meeting of the Board – January 5, 2015
Chairman Cuyler H. Walker called the re-organization meeting to order at 7:00 p.m. in the Township Building. Board Members Richard P.S. Hannum, Eddie G. Caudill, Robert F. Weer and John Sarro were also present, as was Solicitor Fronefield Crawford, Jr.
By unanimous vote, except where indicated, the following appointments were approved:

Public Hearing.Chairman Walker opened the public hearing to take comments and answer questions about proposed Ordinance 2015-01, amending Section 1600 of the Zoning Ordinance of 2014, to provide for an additional option for cluster zoning. The option would permit a slight bonus in allowable lots, in exchange for smaller lots and significantly more open space.
Resident John Guest asked whether the total number of houses permitted would be in accordance with last plan proposed by Planner, Ray Ott.
Resident Eric Yin commented about the adverse impact of the proposed development on traffic.
Resident Jim Sinclair asked about the calculation of wetlands and the impact on number of building lots.
The public hearing was closed at 7:54, at which point, Chairman Walker opened the public meeting, by leading the group in the Pledge of Allegiance.
Public Comment Period.There were no comments from the public.
Minutes of December 1, 2014. Supervisor Caudill noted that the minutes had neglected to note the Fire Tax, which was raised from .65 of a mill to .75 of a mill for 2015.
There was discussion about whether the Supervisors would require a copy of a CPA audit and budget from each of the Emergency Service organizations to which we contribute tax dollars. With the correction to the fire tax entry, the minutes were approved by a vote of 4-0, with Mr. Caudill abstaining, because he was not in attendance at the December meeting.
Ordinance 2015-01.By unanimous vote, (5-0), the Supervisors adopted the ordinance amendment, as presented.
Kennett Senior Center.Bill Hewton and Dr. Robert Whitlock, members of the Kennett Senior Center Board of Directors, presented information on the funding, budget, and activities of the Center. They requested financial support from East Marlborough. The Supervisors agreed to discuss the request and get back to Messrs. Hewton and Whitlock.
Resolution 2015-01 – Noting No Winter Maintenance on Specified Township Road during the Winter. By unanimous vote (5-0), the Resolution was adopted.
The following five resolutions were adopted by unanimous vote, (5-0):
Resolution 2015-03 – Confirming and appointing members to the Planning Commission
Resolution 2015-04 – Confirming and appointing members to the Historic Commission
Resolution 2015-05 – Confirming membership on the Historic and Architectural Board
Resolution 2015-06 – Confirming membership on the Building Code Appeals Board

Bills.By unanimous vote (5-0), and with a supervisor abstaining on an invoice with a perceived conflict of interest, the Board approved the attached list of invoices for payment:

Treasurer’s Report. By unanimous vote (5-0), the Supervisors accepted the attached report.
The public meeting was adjourned at 8:41 p.m., at which point the Supervisors went into executive session with the Solicitor to discuss a pending legal matter and a personnel matter.
