Planning Commission
Minutes of September 26, 2017
Cuyler Walker, chairman called the meeting to order at 7:00 p.m. in the township building. Additional Commissioners present: Charles Streitwieser, Jane Donze, and Mary Nell Ferry. Also in attendance was Laurie Prysok, Township Manager. There was a quorum present.
- Public Comment Period
Andy Skean of East Marlborough Township was present for the meeting along with a few other residents. Andy raised the following issues:
- Does the Commission follow the Agenda which is posted?
The Commission responded that the Meetings held do in fact follow the items relative to the posted agenda.
- Andy pointed out that the next Planning Commission Meeting is scheduled for October 31st which is Halloween. Andy asked if there could be consideration to move the meeting because of the Holiday.
The Commission confirmed that they would consider changing the date of the meeting due to the holiday if there might be any discussion of the proposed subdivision on the Pratt property on Rt.82.
- Minutes of August 29, 2017
Motion to approve minutes of the August 29, 2017 Planning Meeting as submitted by Daniele Whittaker, Secretary. Motion approved.
- Longwood Gardens Terrace Restaurant
Representatives from Longwood Gardens appeared before the Commission to confirm whether or not Longwood Gardens needed to submit an application for land development for the proposed project to build two permanent structures for food sales where temporary structures currently stand. The structures would be located near the Terrace Restaurant within the grounds of the gardens. There would be no implications for traffic. The Commission recommended that the Applicant proceed with submission of a building permit so that the Township Building Inspector and the Township Engineer could determine whether land development approval would be required.
- CJK Plan Review, Represented by John Jaros
Applicant came before the Commission for recommendation on preliminary plan approval for the Longwood Preserve Project (formerly CJK)- a 150 unit townhome development on the west side of School House Road. Review letters were once again submitted from Vandemark & Lynch, Inc., Glackin Thomas Panzak Land Planning Landscape Architecture, AECOM, and Orsatti & Stuart Associates, Inc.Planners & Landscape Architects, DL Howell Civil Engineering & Land Planning, TPD, Inc., and Fronefield Crawford, Jr., LLC. The Commissioners reviewed the comments from the review letters and agreed that the Applicant has resolved or can resolve all of the issues addressed in the review letters.The Commissioners unanimously voted to recommend that two waivers be granted: Waiver to remove shadow analysis and Waiver from Section 607.B.1.of the East Marlborough Township Subdivision and Land Development Ordinance to provide centerline radii less than 150 feet. The Commission unanimously voted to recommend that the Applicant to proceed with the alternate plan for the boulevard design which calls for the removal of a median after 250 feet and narrowing of the road. The Commission unanimously voted for recommendation of preliminary plan approval subject to the Applicant’s compliance with all Township review letters and all requirements of the Board of Supervisors.
- Zoning Amendments
Revisions to the current zoning amendments were submitted to the Chester County Planning Commission for their comments and the County Commission has recommended approval of the amendments with a few minor corrections.The Commissioners unanimously voted to recommend adoption of the proposed zoning amendments with the minor corrections.
