Minutes of September 4, 2018
Call to Order
Cuyler Walker, Chairman called the meeting to order at 7:00 p.m. in the township building. Additional Commissioners present, Mary Nell Ferry, Pat Montague and Jane Donze. Township Manager Laurie Prysock and Township Engineer Jim Hatfield were in attendance. There was a quorum present.

Minutes of July 31, 2018
Motion to approve minutes of July 31, 2018 meeting as submitted by Lisa Henry. Motion was approved 5-0.
Toll Brothers Plan Final Review
Toll Brothers received preliminary plan approval in June. The applicant submitted review letters from TPD, Vandemark & Lynch and township landscape firm GTP.
There will be a pedestrian crosswalk across Route 82, there will not be a left turn lane into the neighborhood from Route 82. The crosswalk will consist of an 8 ft.wide raised intersection curbed island, which will create a funnel field to slow down traffic. The walkway will include a striped area above and below the raised island as well as having signals on both sides of the road and a beacon in the middle of the island, similar to flashing pedestrian crosswalk in downtown West Chester near the courthouse. Township traffic engineer recommends, and the township supports reducing speed limit to 35 mph on Route 82. Chairman Walker noted that the applicant had not submitted engineered plans for the Rt. 82 intersection and crosswalk to the Township’s traffic engineers.
Toll Brothers requested a wavier as it relates to driveway Section 614.D reducing the size of the driveway to provide better grading and drainage. Township Engineer, Jim Hatfield stated he did not have a concern with the wavier, as the proposed development is a small cluster, development with low speeds and good sight distances. The Commission approved motion to recommend the wavier 5-0.
Jim Hatfield stated thatthe applicant had not submitted engineered plans for the storm water irrigation.
Andy Skeen requested that the applicant enhance the screening along his property line by adding a berm and additional trees. Chairman Walker encouraged the applicant to address Mr. Skeen’s concerns in their final plan submission so that any further modifications to the landscape buffer would not have to be made with a field change. The applicant will review the concerns with their landscape architect.
Pending receipt and review of the applicant’s fully engineered plans for Rt. 82 intersection/crosswalk, the Commission did not make a recommendation on final plan approval.
Northridge/Doug White Final Plan Review
NPDES permit has been received, applicant submitted review letters from Vandemark & Lynch, AECOM, TP & D and Landscape Engineer GTP.
Township Engineer Jim Hatfield stated open issues are technical and relatively minor in nature.
Doug White’s group can stipulate to conditions, storm water permit is anticipated.
GTP needs to confirm information provided on their letter. Lisa Thomas may not have done a tree count and the credit for existing plantings need to be confirmed. Chairman Walker offered to attend a meeting with Doug White and GTP.
The Commission made a Motion to recommend final plan approval if the conditions of the township engineer and township landscape architect are met by the Applicant. Motion for
Preliminary Final Plan Approval approved 5-0.
223 W. Street Road/Paredes Subdivision
Applicant came before the Commission regarding the subdivision of a 7-acre lot into two building lots. The Applicant submitted two review letters and is requesting 2 waivers and has received FEMA approval, Conservation and Zoning approval. They have also received the Penndot permit for access onto Route 926 and anticipate the DEP permit.
Township Engineer Jim Hatfield anticipates pending third-party permits will be granted, driveway will be built on fill, with 7 pipes running beneath driveway to connect wetlands on either side of the driveway. This will disturbless than .5 acres of wetlands and require 1 permit for driveway crossing, 1 for utilities crossing. The design should improve flooding issues on 926.
The motion to recommend preliminary/final plan approval, and to grant wavier for shadow analysis, and wavier to section 305-storm water ordinance was approved 5-0.
Ed Weisbrod- Minor Subdivision Plan Review
The applicant did not appear
Longwood Funeral Home Proposed Building Addition
Applicant would like to expand building by approximately 1300 square feet, the expansion will replace landscaping and sidewalk. The building plan has not yet been determined. The applicant received conditional use approval and wanted to inquire if they could avoid going through the land development process.
Township Manager Laurie Prysock will confirm if there were any parties to the 2004 Conditional Use Hearing. The Chairman inquired about the expansion’s effect on the parking category. The Township Supervisors will need to review the Conditional Use Order to determine whether the hearing will need to be reopened. Township Engineer suggested the applicant be prepared to discuss parking with Board of Supervisors. The Planning Commission did not see any serious concerns with an expansion of the Funeral Home.
