PLANNING COMMISSION
MINUTES OF JULY 26, 2016
Cuyler Walker, chairman called the meeting to order at 7:30 p.m. in the township building. Additional commissioner present: Charles Streitwieser, Jane Donze, Mary Nell Ferry, and Pat Montague. There was a quorum present.

- Minutes of March 29, 2016
Motion to approve minutes of the March 29th Planning Meeting as submitted by Daniele Whittaker, Secretary. Motion approved.
- Idlings – Marlborough Springs Road – 11 Lots – Scott Emerson
The Planning Commission discussed the summary of review provided by Vandemark & Lynch, Inc. for the Marlborough Springs Plan with Scott Emerson of Bentley Homes. The Commission concluded that of the ten comments mentioned in the review only three items were pertinent to the Planning Commission. Those items were #1, #3, and #7.
Item #1- The Applicant must demonstrate and justify that development of the tract with individual driveways, rather than constricting a new local street, is preferable. Applicant prefers individual driveways. The Planning Commission has concerns about adding 10 new access points on and off the connector roads adjoining the property and unanimously concluded that a new local street is best alternative.
Item #3- The Board must grant a waiver from submitting a shadow analysis. Motion to waive shadow analysis approved.
Item#7- The Planning Commission should determine whether community recreation facilities are warranted for the subdivision. Motion approved that community recreation facilities are not warranted for subdivision.
Applicant is going in front of the Supervisors on Monday, August 1st for final approval of plans.
- Proposed Car Wash- Review Prior to Conditional Use Hearing- Onix Dr. Ed Henry
Commissioners were presented with plans from Ed Henry, regarding the construction of a car wash at the southeast corner of the intersection of School House Road and Onix Drive. Applicant reported that the plans are to have an automated tunnel that will push cars through the car wash and there will be an auto collision system built inside the tunnel as a safety feature. There are plans for two pay stations, parking stations for vacuum and the design is for central vacuuming. The central vacuum canister will be screened with plantings. The car wash will share a common driveway coming off of Onix Road. There is only one way access; this was cause for some concern by Commissioners. Having only one entrance and one exist seems tight and is cause for safety issues. Applicant reported there is discussion about having extra duty police to direct traffic as well as car wash staff in times that heavier traffic expected. Commissioners did not take action at this time pending receipt of the Township engineer’s review letter, however, they indicated that a sidewalk on the western side of the property along Schoolhouse road would be essential to this project.
- Proposed Compounding Laboratory and Offices- 221-222 Gala Lane- L&B Holdings
L&B Holdings, Inc. presented plans for the acquisition of two buildings (221 and 222 Gala Lane). The building will be used for a Compounding Laboratory and Offices. There will be a 503 A Lab which is used for custom prescriptions and a 503 B Lab which is a lab used for batch processing. In essence all prescriptions will be made from scratch at the facility. Boothwyn Pharmacy is the current name of the pharmacy but this may change. This facility will be making 25-30% human drugs and 70% canine, feline, and equestrian drugs. No changes to the outside of the buildings are being made; only internal changes. Applicant’s proposed use of the building is consistent with the zoning. Commissioners recommend approval subject to conditions imposed by the Board of Supervisors and compliance with all requirements of Township zoning ordinance and other applicable regulations.
- Ordinance Amendments…
Commissioners discussed proposed amendments to the zoning ordinance regarding the language on how to calculate the height of multi-family buildings, regulation of equestrian operations and boarding, and riparian buffers. The proposed amendments will be submitted to the Board of Supervisors for review.
