Meeting of the Board – July 11, 2016
Chairman Richard P.S. Hannum, Jr., called the meeting to order in the Township Building at 7 p.m. by leading the group in the Pledge of Allegiance. Board members John Sarro, Robert F. Weer, and Christine Kimmel were also present, as were Solicitor Fronefield Crawford, Jr. and Engineer James W. Hatfield.
Public Comment Period.
Ms. Shelley Mincer asked about the construction at the park and whether she could have a copy of the plans to show to friends. She was told that the details of Phase II are already posted on the website.
Minutes of June 6, 2016. Supervisor Weer asked whether the cost for the 2016 GMC Sierra included the snow plow; he was told that the price of $46,741 was complete with options and snow plow. By unanimous vote (4-0), the minutes were approved as prepared.
Appointment of Township Manager.Chairman Hannum explained the process of selecting a new manager, including interviewing several candidates. By a vote of 3-1, with Mr. Weer opposed, the Board appointed Laurie Prysock to the position; Ms. Prysock currently serves as assistant manager, and she will assume the duties of Manager on Monday, September 12, 2016.
Unionville Park – Phase II. Jim Hatfield explained that the grading for all of the pathways has been completed, construction on the two boardwalks has begun and some of the fence lines have been reinstalled correctly. Mr. Hatfield had reviewed and recommended payment of the following:
Cooks Electrical $ 458.10
Cooks Plumbing $ 405.00
Lechmanic Construction $242,007.02
By unanimous vote (4-0), the Supervisors approved all three payments.
Walnut Walk Escrow Release – Phase I, Release #6.Doug Knox was present to answer questions. By unanimous vote (4-0), the Board approved the release of $244,723.95, as recommended by Engineer Hatfield.

Plan for Tree Removal – Lot at Corner of Fairthorne and Taylor Lanes. The plan was represented by Jeff Kane of Canterbury Builders. The proposal was for 12 trees to be removed and three large trees to be retained. Nine of the twelve specimen trees to be removed are diseased or dying and do not warrant replacement trees. The developer would plant nine replacement trees on the lot, and the other three replacement trees were offered to the Township to plant at a location the Township chooses. However, Mr. Kane noted that if the nine replacement trees could not be accommodated on lot, the trees would be planted elsewhere, at the Township’s requested location(s). The Supervisors asked that landscape planners Glackin, Thomas, Panzak review the trees to be removed. If the GTP opinion is consistent with regard to the condition of the trees to be removed, the builder could proceed with his land development plan. If the GTP view is that some of the trees can be saved, the builder could either accept the GTP decision, or return to the Supervisors for a determination of replacement trees. By unanimous vote (4-0), the Board approved the above-summarized process.
Safety Committee Report. Supervisor Sarro summarized the suggestions from the most recent meeting of the committee with respect to traffic calming in Unionville Village: a) painted crosswalk across West Doe Run Road at Wollaston Road, b) more visible crosswalk at URA fields (additional lighting, painting, elevation), c) crosswalk across West Doe Run Road at Merrimac Lane, and d) consideration of textured crosswalks. Mr. Sarro is planning to meet with engineer Jerry Baker to discuss options and more detailed plans.
Conditional Use Application for Properties on Gale Lane. The Board set Tuesday, August 23, 2016 at 7 p.m. as the date for the hearing on the application.
Resolution 2016-07 – Adopting County-Wide Hazard Mitigation Plan. By unanimous vote, (4-0), the Supervisors approved the Resolution adopting the county-wide plan, dated December 2015.

Bills.By unanimous vote (4-0), the Supervisors approved payment of the attached list of invoices, with the following totals:
General Fund $357,364.66
Payroll $ 60,902.90
State Fund $ 31,970.00
Sewer Fund $ 43,372.03
Park Fund $249,550.43
Treasurer’s Report. By unanimous vote (4-0), the Supervisors accepted the attached report, as prepared.
The public meeting was adjourned at 8:27 p.m., at which point the supervisors went into executive session with the solicitor to discuss a pending legal matter and a personnel issue.
