Meeting of the Board – June 6, 2016
Chairman Richard P.S. Hannum called the meeting to order at 7 p.m. in the Township Building by leading the group in the Pledge of Allegiance. Board members John Sarro, Eddie Caudill, Robert F. Weer, and Christine Kimmel, were also present, as was Solicitor Fronefield Crawford, Jr.
Public Comment Period.
Shelley Mincer, a resident of Traditions,said that appointment of the Committee to recommend on former Po-Mar-Lin buildings was not on the agenda; she was told that the Board is not yet ready to appoint.
Tom Blomer, a resident of Unionville, presented a petition signed by Unionville residents. Mr. Blomer complained about the heavy truck traffic through Unionville, the speeding vehicles, and the truck noise, apparently from the Jake Brakes. He asked that the speed by more strictly enforced and that there by more obvious warnings—such as flashing lights at the cross walks.
Jack Greenwood, a resident of Unionville, followed up on Mr. Blomer’s comments.
Jeff Groves, representing Po-Mar-Lin, presented the 2015 audit of the Fire Company.
Minutes of May 9, 2016. By unanimous vote (5-0), the minutes were approved as prepared.
Unionville Park – Phase II – Payment #1 –Jim Hatfield had recommended release of $15,300 for initial staging of the construction. The contractor, Lechmanic, will be beginning the actual construction within days. The Supervisors voted unanimously (5-0) to pay the invoice.
Run for Recovery.Kim Holt and Marc Lucenius of Willowdale Chapel requested permission to close Route 82 for approximately one hour on Sunday, November 6, 2016 starting at 3 p.m. for the 5K run, which will be an out and back loop through Blackshire and Beverly Drive. The Board approved the vote by a vote of 4-0, with Mr. Weer abstaining.
Road Contract for Surface Treatment. The work was bid through the Kennett Area Cooperative; the low bidder was Martin Paving, for a total of $31,970 to oil and chip several roads in Deer Creek Crossing as well as Line Road. By unanimous vote (5-0), the Board approved the contract with Martin Paving.

Purchase of New Pick-up Truck. Roadmaster Mellinger had gotten three prices for purchase through CoStars. The lowest proposal is from Faulkner Fleet Group for a 2016 GMC Sierra, for a total price, including options and snow plow, of $46,741. By unanimous vote (5-0), the Board approved the purchase.
Bills.By unanimous vote (5-0), the attached list of invoices was approved for payment, with the following totals:
General Fund $56,719.95
Payroll $65,022.98
Sewer Fund $14,057.31
Unionville Park Fund $21, 081.77
State Fund $18,317.20
Treasurer’s Report. By unanimous vote (5-0), the Board accepted the attached report, as prepared.
The public meeting was adjourned at 7:42 p.m., at which point the Supervisors went into executive session with the solicitor to discuss both pending legal matters as well as personnel matters.
