BOARD OF SUPERVISORS
Meeting of the Board – April 4, 2016
Chairman Richard P.S. Hannum called the public meeting to order at 7 p.m. in the Township Building by leading the group in the Pledge of Allegiance. Board members John Sarro, Eddie G. Caudill, Robert F. Weer were also present, as was Solicitor Fronefield Crawford, Jr. Supervisor Christine Kimmel arrived later, during the Gannett Fleming presentation of Construction Improvements to US Route One.
Public Comment Period. There were no comments from the public.
Minutes of March 7, 2016. Mr. Weer suggested corrections to the minutes: Under the New Bolton Run, the streets to be closed are Bartram and Byrd, and the spelling of the horse name for which the race is named is Barbaro. By unanimous vote (4-0, because Ms. Kimmel was not yet in attendance) the minutes were approved, with the above corrections.
Route One Construction Improvements. Frank Eells, P.E. of Gannett Fleming and Josefina Brown of PennDOT discussed improvements scheduled to be constructed in 2018, including a third travel lane in each direction, updating of the traffic signals to make them responsive to traffic conditions, a warning sign on the By-pass section of Route One, advising motorists of delay conditions ahead so that exit would be possible, improvement in the turning movement onto Bayard Road. This presentation was to inform the public of the anticipated improvements and to answer questions. (Supervisor Christine Kimmel arrived at the meeting during the presentation.)
Request for Fireworks Tent Sale at Walmart Parking Lot. Ms. Ivins said that the sale would take place from June 24 until July 5, 2016 from approximately 9 a.m. until 9 p.m. By unanimous vote (5-0), the Supervisors agreed to permit the sale for 2016.
Pratt Property – Request for Guidance on waivers from Sections of the Subdivision and Land Development Ordinance.Tim Jones, the proposed developer of the subdivision, requested relief from the required 50-foot right-of-way, in accordance with 605A, since he intending to instead provide for a 35-foot right-of-way for the private street. RE: Section 604.B, Mr. Jones requested a circle midway in the road, as opposed to a stub road. RE: 609.C, he requested that the new proposed road on the Pratt property not be aligned directly with the entrance to

Willowdale Chapel. And finally, regarding 610.G, Mr. Jones requested that he be permitted to have six lots access onto the elongated cul-de-sac. Mr. Caudill spoke in opposition to the relief for the reduced right-of-way. There was discussion about the road alignment, permitting vehicles to park on the roadway, and screening landscaping. No formal action was taken by the Board.
Poplar Tree Road – Request for Demolition of Historic House. The request, which had been submitted months earlier, was represented by Brian Harlan of Next Home. Several residents spoke in opposition to the demolition. By unanimous vote ((5-0), the Supervisors opposed the demolition, in accordance with the recommendation of HARB.
Police Agreement with West Marlborough.By a vote of 4-1, with Mr. Weer opposed, the Agreement was approved, providing for 12.5 hours of police coverage to West Marlborough at the rate of $80 per hour.
Road Bids. The road materials had been advertised and bid by the Kennett Area Cooperative. The following low bids were accepted by unanimous vote (5-0):
Stone: New Enterprise Stone & Lime $26,568.25
Blacktop: Independence Construction – Alan Myers $44,440.00
Road Oil: AMS $31,690.00
Line Painting Alpha Space Control $30,085.88
Vehicle Fuel Superior Plus Diesel – $2.506, Unleaded $1.91
Bills. By unanimous vote (5-0), with each supervisors abstaining on a single vote with a perceived conflict of interest, the attached list of invoices was approved, with the following totals:
General Fund $69,585.59
Payroll $54,604.86
Development Fund – Park $ 9,184.74
Sewer Fund $27,250.12

Treasurer’s Report. The attached report was accepted by unanimous vote (5-0), as prepared.
The public meeting was adjourned at 8:57 p.m. at which point the supervisors went into executive session to discuss a pending legal matter and a personnel matter.
