Meeting of the Board – March 7, 2016 (As Corrected)
Chairman Richard P. S. Hannum called the public meeting to order at 7 p.m. in the Township Building by leading the group in the Pledge of Allegiance. Board members Christine Kimmel, Esq., Robert F. Weer, Eddie G. Caudill and John Sarro were also present, as were Solicitor Fronefield Crawford, Jr., and Engineer James W. Hatfield.
Public Comment Period.Three residents, neighbors of Whitewing Farm and parties to the legal proceedings, spoke about the disappointment with the meeting at Whitewing Farm on February 27, 2016. Mr. MacPherson and Ms. Hillebrecht spoke in opposition to concessions and Ms. Joanne Goodridge thanked the Supervisors for their time and energy, and for holding steadfast to the Zoning Ordinance provisions.
Minutes of:
February 1, 2016 – By unanimous vote (5-0), the Supervisors approved the minutes of the regular February meeting.
February 16, 2016 – By unanimous vote (5-0), the Supervisors approved the minutes of the special meeting.
Tough Mudder – Closure of Green Valley Road. Lauren Danacek of Tough Mudder, requested Board permission to close Green Valley from approximately 5 a.m. until 7 p.m. on Saturday and Sunday, May 21 and 22, 2016. By unanimous vote (5-0), the Board approved the closure, with the understanding that local residents of the road will be permitted access.
Walnut Walk – Escrow Release #4 – Township engineer, Jim Hatfield recommended the release of $265,725 of escrowed funds. By unanimous vote (5-0), the Board approved the release.
Walnut Walk, Phase II – Final Plan. Alyson Zarro, Esq. represented the applicant, Bentley Homes, in the request for final plan approval, which was delayed at the February 1, 2016 Board meeting, pending inspection of the conditions on Walnut Road. The township engineer’s report indicates that the paving over the water-line installation at the intersection of Longwood and Walnut Roads is temporary, until paving asphalt is available in the Spring. In the meantime, the contractor is continuing to replace cold patch as needed.

In accordance with the VanDemark & Lynch review letter of February 24, 2016, the Board voted unanimously (5-0) to approve the location of infiltration bed S-1 at ten feet from the western property line.
In addition, the Supervisors accepted the recommendation that the sewer line and two manholes be relocated slightly to avoid conflict with the Sewer Main on Walnut Road.
By unanimous vote (5-0), the Supervisors approved the Final Plan for Phase II of Walnut Walk, subject to all of the conditions in the VD&L review letter of February 24, 2016, as well as DEP approval of the Planning Modules.
New Bolton Run for the Roses.Eva Graham, on behalf of New Bolton, requested approval to close portions of Bartram and Byrd Roads for approximately 3 hours (9 a.m. – 12 noon) on Saturday, May 7, 2016, for the 5K race, which will benefit the Barbaro Fund for Excellence. Ms. Graham had already worked out the details and requirements with Chief Clarke. By unanimous vote (5-0), the Supervisors approved the road closures.
Request for Demolition of 101 Poplar Tree Road. Robert Norris, of Next Home, requested Board approval to demolish the house, which is located within the Unionville Historic District. The Township Historic Commission supported the request for demolition, and the Township Historical and Architectural Review Board (HARB) recommended that the building be preserved, but HARB also supported the concept of a variance to create one additional lot for an additional new house, consisting of approximately 2400 square feet. The Supervisors decided to visit the site to review the structure on Monday, March 14, 2016 at 5 p.m. No further action was taken.
Unionville Community Park – Phase II.Engineer Jim Hatfield explained the amenities to be constructed in the final phase of the park development, including a small tot lot, a pavilion with comfort stations, an entry plaza at Route 82, walking paths which will more than double the current paths, as well as miscellaneous wetlands crossings, landscaping, and benches. Lechmanic was the low bidder for both the base bid and the five alternates. Following are the amounts for the base and alternates:

In addition, there were separate bids for plumbing and electrical work:
Electrical -Cooks Service Base $13,984.00

The total for the base bid, plus all alternates as well as the plumbing and electrical service, is $1,005,971.83.
The Township has received three grants totaling $637,000. Therefore the Township contribution to the cost of completing the park will be $368,971.83.

By unanimous vote (5-0), the Supervisors voted to accept the bid of Lechmanic, Inc. and Cooks Service to complete the park as designed.
Certificates of Appropriateness. The Supervisors received two recommendations from HARB for Certificates within the Historic Village of Unionville. By unanimous vote (5-0), the Supervisors accepted the HARB recommendation and approved the following for Certificates of Appropriateness:
Bartholomew – 1722 W. Doe Run Road – New Roof
Olexy – 1735 W. Doe Run Road – Re-working the second story at rear of house
Bills.By unanimous vote, with each supervisor abstaining on a single vote with a perceived conflict of interest, the Board approved the attached list of invoices, with the following totals:
General Fund $114,704.75
Sewer Fund $ 25,544.72
Payroll $ 62,683.75
State Fund $ 18,322.65

Treasurer’s Report. By unanimous vote (5-0), the attached report was accepted as prepared.
The public meeting was adjourned at 9:22 p.m., at which point the Supervisors went into executive session with the Solicitor to discuss a pending legal matter as well as a personnel matter.
