Re: Community Sewer System
The Township is pleased to announce that the construction of the community sewer system has started. Your property will be served by the new sewage collection system. You will be required to install a sewage Grinder Pump Station supplied by the Township and to connect to the Township sewer collection line that is located near your property. The purpose of this package is to provide you with the information needed in order for you to prepare for connecting to the Township sewer system.
Hopefully, the following attachments will be informative and will clearly define what you must do to connect to the sewer system.

Attachment I
Township / Homeowners’ Responsibility
Installation:
The Township is responsible for the construction of the new sewage collection system of pipes and providing each homeowner a Grinder Pump Station. The Grinder Pump Station is available to you at no additional cost.
The Homeowner or his/her Contractor will be required to obtain the Grinder Pump Station from the Township facility on Wollaston Road, by providing the appropriate paper work, signed by the property owner. The contractor will install: a) the Grinder Pump Station with the proper electrical service, b) the sewer lateral piping from the Grinder Pump Station to the curb stop installed near the street, and c) the pipe from your home to the Grinder Pump Station. The Homeowner will also be responsible for the proper abandonment of the existing septic tank or cesspool. Most contractors will include this abandonment in their site work. Please confirm this with your contractor. All the work will be inspected and must be completed per Township Specifications.
Attachment II lists Contractors who attended a briefing session with the Township Engineer and are familiar with the Township installation requirements. The Township requires that you use one of the Contractor’s listed on the attached sheet. Regardless of who installs the Grinder Pump Station and piping, the installation must meet Township Specifications and will be inspected for conformance.
Maintenance:
The Homeowner is responsible for the maintenance of the sewer drain pipe from the house to the Grinder Pump Station. The Township is responsible for maintaining the Grinder Pump Station and the sewer lateral pipe from the Grinder Pump Station to the sewage collection main. Problems with the Grinder Pump Station should be reported to the Township at the 24-hour answering service: 610-359-3741

Installation Requirements
General:
The Township will send a letter to all Homeowners once the wastewater collection pipes are ready to accept sewage flows. After this notification, the Homeowner’s Contractor can pick up the Grinder Pump Stations at the East Marlborough Township Facility on Wollaston Road and can begin the installation. Each Grinder Pump Station will come with a detailed installation manual. The Homeowner’s sewer facilities will, in most cases, be installed in two phases. First, the Grinder Pump Station and sewer lateral from the pump to the lateral installed at your property will be completed and held in “stand by” until: 1) the Grinder Pump Station has been “Started Up” by the Pump Station Manufacturer, 2) the lateral pipe from the Grinder Pump Station to the main sewer has been tested, and 3) the electrical inspection described below has been completed. The Homeowner will continue to use the existing septic system until the Township advises the homeowner that flow can be diverted into the Grinder Pump Station. After being advised that flow can be diverted to the new station, the Homeowner can schedule the installation of the sewer drain pipe from the home to the Grinder Pump Station and abandonment of the existing cesspool or septic tank.
The line from your house to the Grinder Pump should be a new 4” schedule 40 PVC line, or equivalent, with a clean out installed adjacent to your house. It is the intent of these specifications that the gravity sewer lateral pipe to the Grinder Pump Station be new schedule 40 PVC from the outside wall of the house to the Grinder Pump Station. If you believe that the existing sewer drain line is watertight, you can have it pressure tested. However, a Township Representative must observe the pressure test.
Electrical Service:
A 240 volt, 30-ampere electrical service is required for the connection to the Grinder Pump control panel. The control panel, with disconnect and alarm light, is supplied with the Grinder Pump Station and must be installed by your Contractor on the exterior of your house near the Grinder Pump Station. The control panel should be mounted a minimum of 4’-0” above finished grade and be visible from the street. The Grinder Pump Stations are supplied with 32 feet of cable, of which only 25 feet are usable. If a longer cable is required for your installation, please contact East Marlborough Township. Longer sections of cable will be made available for an additional fee; we do not want the cable to be spliced. The Township requires a certificate signed by a state certified electrical inspector indicating that the 240 volt, 30-ampere electrical system conforms to Township Codes. Most licensed electricians are state certified. This certification must be mailed or delivered to the Township office before your Grinder Pump can discharge to the Township system. The electrical inspection is at the expense of the homeowner.
High Level Alarm:
A separate, remote indoor alarm module shall be provided to indicate a high level alarm with or
without AC power to the grinder pump station. This alarm will be provided with the Grinder Pump. The CONTRACTOR shall coordinate the location of this alarm with the Homeowner but should mount the alarm device in a conspicuous location, as per national and local codes. The alarm panel will be connected to the grinder pump station by a length of 6 conductor 12 gauge type TC cable as shown on the installation drawings. The power and alarm circuits must be on separate power circuits. The grinder pump stations will be provided with 32 feet (25 feet usable), electrical supply cable to connect the station to the alarm panel. This cable shall be supplied with a FACTORY INSTALLED EQD half to connect to the mating EQD half on the core.
Inspections:
1. Grinder Pump Installation - Either the Township or the Township Engineer, URS Corporation, will inspect all work relating to the Grinder Pump Station including the Station installation, the sewer lateral from the Grinder Pump Station to the connection point on your property (before the pipe is covered with soil) and the sewer pipe from the house to the Grinder Pump Station (before being covered with soil). These inspections will be without charge. Any additional inspections due to faulty installation by your Contractor will result in charges.

2. Grinder Pump Start Up - As stated above, the Grinder Pump Station manufacturer must operate and certify that the Grinder Pump Station is installed and operating properly prior to the Township allowing sewage into the Station. A representative of the Grinder Pump Station Manufacturer will be available on Tuesdays and Thursdays. You or your Contractor should call URS Corporation at the number listed above to arrange for the Grinder Pump “Start Up”. These inspections will be without charge.
3. Electrical Inspection - The Electrical work must be inspected and certified by a State Certified
Electrical Inspector prior to operation.
Grinder Pump:
You or your contractor can pick up the Grinder Pump Station at the Township Facility on Wollaston Road only on Tuesdays and Thursdays, between the hours of 8:00 AM and 12:00 PM by presenting the attached “Grinder Pump Station Certificate,” Please call 610-444-0881 to arrange for pick-up of the pump station.
Installation Requirements:
Attached are detailed plan sheets required for the installation of the Grinder Pump Station and the sewer laterals from the Grinder Pump Station and your house. Additionally, each Grinder Pump Station will come with detailed installation instructions.
ALL INSTALLATIONS MUST CONFORM TO TOWNSHIP SPECIFICATIONS AND INSTALLATION INSTRUCTIONS. THESE INSTRUCTIONS AND SPECIFICATIONS WERE PROVIDED TO EACH QUALIFIED INSTALLER.

Attachment IV
“As Built” Record Drawings
East Marlborough Township will provide a lot plan to each Resident / Installing Contractor. The plan will show the configuration of the house, driveway and other features. It will be the responsibility of each Homeowner / Installing Contractor to record the actual location of the pump, gravity lateral to the pump, and grinder pump discharge pipe to the connection point at the property line. The “As Built” record drawings should include dimensions to the pipes and pump, giving dimensions/distances from existing structures or other fixed items to allow for location in the future. This Record Drawing must be submitted to East Marlborough prior to the pump station being placed in operation.
Contractor Warranty
Contractor warrants and guarantees to Property Owner and East Marlborough Township that all Work will be in accordance with the Contract Documents and will not be defective. All grinder pump installations including gravity sewer pipe, discharge pipe, electrical work, restoration, etc. shall be guaranteed by the CONTRACTOR against failure for a period of one year from the date of Start Up. During this period, all defects shall be repaired by CONTRACTOR in a manner satisfactory to the Township or Property Owner at no additional compensation. The Township and its Related Entities shall be entitled to rely on representation of Contractor’s warranty and guarantee.
Cesspool or Septic System Abandonment:
Once the Grinder Pump Station and all piping have been accepted by the Township and the Grinder Pump Station is operational, the Township requires that existing Cesspools or Septic tanks be abandoned per Chester County Health Department regulations. The existing facilities must be emptied of all liquid sewage and accumulated solids prior to the abandonment of the structure. This must be completed by a septage hauler licensed in the State of Pennsylvania. Once empty, the top of the structure should be removed or crushed and the tank filled with soil, sand or stone. Prior to filling with soil, holes must be provided in the bottom of the tank to allow for drainage of the tank.
SYSTEMS WHICH ARE NOT PROPERLY ABANDONED CREATE HEALTH HAZARDS AND POTENTIAL FOR CAVE IN OR COLLAPSE OF OLD STRUCTURES.

Timing:
East Marlborough Township will send you a letter notifying you when the Grinder Pump Station installation can begin on your street. Each Homeowner must complete the installation of the Grinder Pump Station along with the associated electric connection and piping by December 31, 2009; sewer charges will begin no later than that date. However, for those who connect early, payment is due at time of connection.
Financing Options:
The East Marlborough Supervisors have decided to offer additional funding for those who want to use it. The options are as follows:
$ 8,000 (tap-in fee) 6.5% interest with repayment $273.56/quarter for 10 years
$12,000 (tap-in fee plus $4,000 in installation costs) – 6.5% interest = $410.34/quarter
Both borrowing options require an up-front, non-refundable administrative fee of $400 or $600, depending on amount borrowed. Both require that a lien be placed on your property. Both are in addition to the regular user fee, currently projected to be $210/quarter ($840/year). Please call the Township (610-444-0725) if you would like to arrange for financing. We will then prepare the agreements specific to your property.

User Instructions for the Grinder Pump
With proper care and by following a few guidelines, your grinder pump will give you years of dependable service.
General Information
In order to provide you with suitable wastewater disposal, your home is served by a low pressure sewer system. The key element in this system is a grinder pump. The tank collects all solid materials and effluent from the house. The solid materials are then ground to a small size suitable for pumping as slurry with the effluent water. The grinder pump generates sufficient pressure to pump this slurry from your home to the wastewater treatment receiving line and/or disposal plant. This device complies with Part 15 of the FCC rules. Operation is subject to the following two conditions: 1) this device may not cause harmful interference; and 2) this device must accept any interference received, including interference that may cause undesired operation. Any changes or modifications not expressly approved by the party responsible for compliance could void the user’s authority to operate this equipment.
Care and Use of your Grinder Pump
The Grinder Pump is capable of accepting and pumping a wide range of materials. Regulatory agencies and the Township request that the following items should not be introduced into any sewer, either directly or through a kitchen waste disposal unit:
Glass, Seafood shells, Diapers, socks, rags or cloth materials
Metal, Plastic objects (toys, utensils, etc.)
Kitty litter, Goldfish stone
Sanitary napkins or tampons
Explosives, Strong chemicals, Lubricating oil and/or grease
Flammable material, Gasoline
Fats, Oil and Grease generated from your kitchen
Periods of Disuse
If your home or building is left unoccupied for longer than a couple of weeks, perform the following procedure:
Purge the System. Run clean water into the unit until the pump activates. Immediately turn off the water and allow the grinder pump to run until it shuts off automatically.
Caution: Do not disconnect power to the unit
Power Failure
Your grinder pump cannot dispose of wastewater without electrical power. If electrical power service is interrupted, as it is during an electrical outage, keep water usage to a minimum.
Pump Failure Alarm
Your Grinder Pump has been manufactured to produce an alarm signal (120 volt) in the event of a high water level in the basin. During the interim prior to the arrival of an authorized service technician, water usage must be limited to the reserve capacity of the tank.
