PLANNING COMMISSION

MINUTES OF March 28, 2006

 

Mark Benzel, chairperson, called the meeting to order at 7:30pm in the township building. Additional commissioners present were Susan Beach, MaryNell Ferry, Buzz Hannum, Jr., Chris Kimmel, Pat Montague and Nancy Olson. There was a quorum present.

 

1. The minutes of November 29, 2005 were not available for approval nor were they available

            in January. There was no meeting in February due to a lack of  agenda items.

            *The minutes of November 29, 2005 need to be available for the April meeting.

Minutes of January 31, 2006 approved with no changes. Motion Chris Kimmel, 2nd Pat Montague

           

2.  Brusters Ice Cream Shop – prelim/final land development

Heather Gill presenter.  The review letter of township engineer, James Hatfield, not ready in

time for this meeting. The letter will be presented at the supervisors’ meeting April 10, 2006.

Chairperson Mark Benzel will attend the supervisors’ meeting and speak to any issues the Planning Commission needs to address.

Review of March 28, 2006 Glackin Thomas Panzak letter from Lisa Thomas:  Heather Gill noted that the items noted in this letter have been addressed as have the items in Jim Hatfield’s initial letter of review.  The board did suggest she go back to GTP regarding the response in item 20 as this might encourage parking on Ladbrook Lane.

The commissioners have no issue with information available but cannot give preliminary final approval without all necessary data. We expect any issues from the PC to be minor and the board suggests the applicants continue to the April 10, 2006 Supervisors’ Meeting without PC prelim/final approval. Any items of note from Jim Hatfield should be resolved before that meeting.

 

 

3. Willowdale Chapel – expansion plans – sketch plan prior to Zoning Hearing Board request for special exception. Presenters: Kenny Eland and Julia Lacy of Gilmore & Associates, Inc.

Special exception – religious use in a residential zone. Following an introduction of the current situation and the need for more space, the commissioners discussed with the applicants footprint size, total square footage of addition, parking, water and sewer needs, rear acreage plans, neighbors, amphitheater issues and traffic flow.  Commissioners were advised to visit the site and walk the premises.  Comments for the April 24, 2006 Zoning Hearing Board: The Planning Commission supports the request for special exception based on use provided applicant is willing to meet all requests of the Board of Supervisors during land development approval.
