PLANNING COMMISSION

MINUTES OF DECEMBER 28, 2004

 

Mark Benzel, chairperson, called the meeting to order at 7:30pm in the township building. Additional commissioners present were Susan Beach, Chris Kimmel, and Nancy Olson.

 

1. The minutes of the November 29, 2004 meeting were reviewedCommissioner Benzel noted three corrections as follows: #3. line four – change within to closer to; #4. line four – change form to from; and #7. line three – change swells to swales.  A motion to approve the minutes with changes was made by Commissioner Beach with a second by Commissioner Olson. Motion approved.

 

2.  Sketch Plan prior to Conditional Use Application – Insurance office in Unionville – David Lapp

Architect: Ronald Osborne presenter with David Lapp present. A Site Plan (sketch) submitted. The sketch shows an existing house situated on Route 82 in Unionville with a one story addition to the rear of the structure. Seven parking spaces are planned. Impervious coverage is 36%. Access is from Buffington Alley off Wollaston Road. Office does not have walk in business, therefore, signage is of no issue. The two lots give the proposed business 86’ of road frontage. Zoning is village commercial. The board agreed this is a good use of the property and advised Mr. Lapp to proceed to a conditional use hearing. No action.

 

3. Conditional Use Application – Veterinary Center - 10 acre site on Mill Road.  Dr. Auman & Dr. Barnsley

The board received a copy of the conditional use application along with a sketch depicting topography and the site of the veterinary center. A preliminary exterior design was shown to the commissioners. The existing structure will be demolished. The drawing reflects a farm house design for the proposed structure. Commissioners discussed the parking, zoning and usage of the building. Commissioners advised the applicants to continue to a conditional use hearing. No action.

 

4.  Chartwell – 77 Towns on SS Route One – Scott Emerson

The commissioners noted the 28 points in the summary of the review by township engineer, Jim Hatfield dated December 27, 2004. Mr. Emerson stated he has not heard from Dr. Eckman concerning a sewer tie in nor has he received a reply from Mrs. Law from his last correspondence.  Mr. Emerson will meet with Jim Hatfield to resolve remaining township issues.

 

5. Proposal to re-draw property line – Northbrook Road – Mr. Truncellito

A sketch plan was shown the commissioners reflecting existing and proposed changes in the lot lines. A correction was noted that there was no lot averaging.  The commissioners questioned the accuracy of the elevation contour lines and suggest there should be an actual site survey to insure accuracy. Members expressed concern about the low lying area in the second lot and the placement of a house making it a “buyer beware” building site. Driveway access would be through the low lying area. The site has not been perked. Even though members have some issues with this proposal, the request meets all township requirements.  Mr. Truncellito was advised to proceed to the supervisors’ meeting. The commissioners have reservations about the topography of the site. The second lot is improved with the line change though creating an irregularly shaped L lot and the new configuration does meet the needs of a building lot.
