PLANNING COMMISSION

MINUTES OF SEPTEMBER 28, 2004

 

Mark Benzel, chairperson, called the meeting to order at 7:33pm in the township building. Additional commissioners present were Susan Beach, Chris Kimmel, Nancy Olson, and Richard Pratt.

 

1. The minutes of the July 27, 2004 meeting were reviewed.  Chairperson Mark Benzel requested that a revision be made to item VI. Discussion on proposed Ordinances 04-5 and 04-6. The first sentence should read as follows: Presenter Walker indicated that current case law could support the township’s position in defense of a legal challenge. A motion to approve the revision was made by Commissioner Beach with a second by Commissioner Olson. Motion approved.

 

2. The minutes of the September 7, 2004 meeting were reviewed. The following revision to item II. Belasik-Amendment to lots 10 and 12 was suggested by Chairperson Mark Benzel: The Planning Commission approves this revision as the final plan for Wetherall Farm Subdivision Plan giving lot #12 the riding rink from lot #s 11 and 12 provided and subject to there being no significant differences in the final plan drawings. On motion by Commissioner Beach and seconded by Commissioner Pratt the revision was approved. Commissioner Olson abstained. (absent for meeting of 9-7-04)

 

PUBLIC COMMENT PERIOD

Commissioner Benzel reported that the township had approved the Ordinances 04-5 and 04-6.

 

3. Longwood Land Development-retail/office-final plan-Jonathan Jordan

Seeking recommendation of approval of final land development plan. Township Engineer Jim Hatfield’s letter of  September 28, 2004 reviewed with Mr. Jordan. Mr. Jordan indicated that Longwood Land Development plans to comply with all items listed. A motion to approve the Final Land Development Plan subject to compliance with notes in Mr. Hatfield’s letter of September 28, 2004 was made by Commissioner Beach with a second by Commissioner Olson.

Motion approved. Commissioner Kimmel abstained. (not present for discussion/review)

 

4. Po-Mar-Lin-Land Development-Jeff Coleman

Site Sketch Plan reviewed with the commissioners. Discussion included the following topics: boundaries, loop road, rear retention basin, donated land/Singer, receipt of bids, landscaping, sidewalks, Supervisors meeting and ground breaking. A review letter from township engineer Jim Hatfield had not been received as of the meeting time. Mr. Hatfield had been advised not to make the trip to the meeting due to extreme weather conditions. On motion from Commissioner Beach the following : Recommend approval of the Final Land Development Plan contingent upon satisfying all recommendations of Mr. Hatfield’s review letter and the Chester County Planning Commission. Second by Commissioner Olson. Motion approved.

 

5. Primus/Schenarts subdivision-redrawing property line. Jim Fritch presenter

Request for approval of Final Minor Subdivision Plan. The commissioners reviewed with Mr. Fritch, Mr. Primus and Mr. Schenarts the two September 21, 2004 letters of township engineer Jim Hatfield. On motion from Commissioner Beach: Approval granted for  Final Minor Subdivision Plans contingent upon meeting the recommendations of Jim Hatfield’s letters of September 21, 2004 and recommend approval of waivers requested as supported by Mr. Hatfield’s letters.  Second Commissioner Pratt. Approved motion.

 

6. Sketch Plan for Kennett Chevrolet on SS Route One-Joe Russella, Jerry Burns

Commissioners received the following: Site Sketch Plan, Existing Conditions Plan and Proposed Conditions Plan. The commissioners reviewed these plans with Mr. Russella clarifying the tax parcels’ locations – 2 in East Marlboro and 1 in Kennett Township, usage of the Kennett Township parcel for storm water management(note use of bio infiltration area), current usage of these lands, proposed usage to relocate Kennett Chevrolet from Kennett Township, parking/paved areas, landscaping, buffers along route 1 and the perimeter of the property, traffic flow off and onto route 1, turning area needed for emergency vehicles,  elevation and proposed grading along route 1, usage of porous paving and connecting to public sewer. The commissioners found the design to be reasonable with nothing out of the ordinary or problematic and advised the presenter to move forward with the process of meeting with Kennett Township and the scheduling of a conditional use hearing.
