PLANNING COMMISSION

MINUTES OF January 30, 2007

 

Mark Benzel, chairperson, called the meeting to order at 7:30pm in the township building. Additional commissioners present were Susan Beach, MaryNell Ferry, Buzz Hannum, Jr., Chris Kimmel and Pat Montague. There was a quorum present.

 

6.      Election of Officers 2007

Chairperson – Mark Benzel/Motion Commissioner Montague, 2nd Commissioner Ferry, approved

            Vice chairperson – Chris Kimmel/Motion Commissioner Hannum, 2nd Commissioner Beach, approved

            Secretary – Ruth Plaugher/Motion Commissioner Ferry, 2nd Commissioner Montague, approved

 

 2.        Schedule of meetings 2007

            February 27, March 27, April none, May 1 and May 29, June 26, July 31, August 28, September 25,

            October 30, November 27 and December 18.

            Minutes of November 28, 2006   Motion Commissioner Beach, 2nd Commissioner Ferry. approved

            Minutes of October 24, 2006   Motion Commissioner Beach, 2nd Commissioner Montague. approved

 

3.         Glenelg-Minor subdivision plan, lot line change. Presenter Robert Pearson provided background information of previous actions regarding this property.  Request is to combine lot #22 with #23.

            Commissioners reviewed letter from township engineer Jim Hatfield dated 1-9-07. The commissioners

            noted that driveway and set back issues require variance approval from zoning hearing board before

            the Planning Commission proceeds. The Commissioners favor the plan and are in agreement with this request. No action.

 

4.         St. Michael Lutheran Church – Preliminary plan  Presenter Robert Flinchbaugh of Regester Associates

            provided background information. Commissioners reviewed memorandum and letter from township engineer Jim Hatfield of 1-27-07 and GTP letter of 1-30-07. Commissioners split 4-2 in favor of installation of sidewalks and expect township supervisors will favor this issue. Noted resolution of parking and storm water management issues.  Motion for recommendation of preliminary plan approval including 3 waivers per Jim Hatfield letter of 1-9-07 with items recorded on plans and meeting requirements of all township consultants. Motion Commissioner Beach, 2nd Commissioner Ferry. approved

 

5.         Rowland Orr Redrawing property line. Presenter Mr. Orr. Commissioners reviewed memorandum and letter of 1-27-07 from township engineer Jim Hatfield. Orr property not to benefit from this acreage attachment. Plan benefits subdivision as the parcel will be kept up by Mr. Orr rather than the subdivision. Motion to approve final minor subdivision plan and grant waivers subject to appropriate deed restriction and comments of township consultants. Motion Commissioner Kimmel, 2nd Commissioner Hannum. approved

           

6.                  Willowdale Chapel Presiminary Plan  Presenter Ken Elan. Planning Commissioners reviewed memorandum and letter of 1-27-07 from Jim Hatfield township engineer and GTP letter of 1-29-06/

            1-27-07. Discussion of driveways, turning lane, run around lanes and sidewalks. Commissioner Kimmel             noted need for clarification from CCCD of their understanding that the area is approximately 9 acres      per sediment basin issue. See #7 J. Hatfield memorandum and #26 J. Hatfield review letter.             Commissioners noted all items in a letter of 1-30-07 from Pratt family. (in attendance). Pratts express      appreciation of efforts of Willowdale Chapel to resolve their issues.

 

Motion recommending preliminary land development plan approval subject to:

 

a.       resolution of TPD comment letter in particular determination whether a run around or left turn lane (commissioners favor turn lane)

b.      satisfactory resolution of all outstanding issues in Jim Hatfield letter (specifically CCCD storm water comment #26)

c.       notes added to plan addressing comments 1,2 and 3 in Pratt letter of 1-30-07.

d.      resolution of sidewalk issue (commissioners favor sidewalks)

e.       satisfactory resolution of 3 driveway design with approval of variance if one is determined to be necessary.

Motion Commissioner Kimmel, 2nd Commissioner Ferry. Approved
